QHSE Officer-Facilities Management Soft Services

Role Overview

QHSE Officer-Facilities Management Soft Services at Transguard Group in Dubai. This position supports the Total Facilities Management team.

Role Purpose

Develop and implement a Health & Safety Management system at Transguard worksites in compliance with International Safety Standards (ISO 45001 & 14001). Provide technical guidance on all Health, Safety, Wellbeing and Environmental matters, identify and advise on current and future requirements, and ensure systems, policies and processes are in place to prevent incidents and support the development of a Health, Safety and Environment culture across the organization.

Key Responsibilities

Compliance & Standards

• Implement organizational and client HSE policy and procedures in compliance with ISO 45001:2018, 14001:2015 and any other HSE standard applicable to worksite.
• Ensure compliance of applicable legal requirements pertaining to Health, Safety and Environment.
• Manage and coordinate all HSE matters related to Business Units in compliance with HSE requirements including specification, safety code, legal requirement and Transguard policies and procedures.

Workplace Safety & Inspections

• Conduct periodic safety inspections for identification of HSE hazards at workplace and premises and ensure these hazards are minimized by implementing adequate control measures.
• Carry out regular site visits to Transguard accommodations to ensure safety standards are implemented and practiced.
• Carry out building safety assessment for Transguard accommodations.
• Verify permit to work system and implement safe system of work for ensuring operational activities are carried with all safety precautions in place where applicable.

Advisory & Implementation Support

• Advise the business on health and safety matters and assist them in the implementation of health and safety management system.
• Coordinate within business unit to conduct occupational risk and opportunity and environmental aspects and impact assessment for prudently managing HSE risks and creating opportunities for continual improvement in their respective areas.
• Provide technical guidance on all Health, Safety, Wellbeing and Environmental matters.

Client & Stakeholder Management

• Work closely with Transguard client's health and safety representatives to ensure Transguard staff are aware of and following their health and safety procedures.
• Attend client meetings whenever required.
• Carry out HSE awareness training sessions within organization to promote safety culture.
• Carry out and arrange job-specific training for operatives.

Documentation & Auditing

• Prepare all necessary HSE documents as per client and legal requirements for any new sites before mobilization and ensure they are followed and regularly revised to include any changes.
• Conduct internal audits as per schedule and attend audits with external auditors and clients whenever required.
• Ensure that all HSE-related data is maintained on the shared folder and SharePoint in a timely manner.
• Ensure the tracking and maintenance of all records and documents related to HSE such as training and investigation reports.

Incident Management & Continuous Improvement

• Investigate HSE incidents and noncompliance events to determine root cause and recommend remedial action to prevent reoccurrence.
• Identify any patterns in lagging indicators that may require further investigation and improvement across the business and within individual business units.

General

• Complete any other business-related task assigned by line manager.

Qualifications & Experience

• 4-5 years of experience in similar field.
• Bachelor's degree in Science, HSE or equivalent from recognized university.
• Lead or internal Auditor qualification in HSE management system (ISO 45001 and 14001).
• Basic First Aid and Fire Fighting training.
• Any internationally accredited environment certificate (preferable).
• Knowledge of UAE HSE legislation, code of practice and municipality guidelines, OSHAD or other emirates HSE regulations.
• Valid UAE driving license.

Skills & Competencies

• Any recognized qualification in HSE such as NEBOSH IGC or NVQ.
• Good knowledge in implementing HSE standards including policy and procedures, ISO standards such as ISO 45001 and 14001.
• Working knowledge of project execution and technical knowledge of safety systems such as Firefighting system.
• Excellent knowledge of Microsoft Office.
