Role Purpose

Plan and control quality activities in instrumentation and telecommunication disciplines in accordance with the quality management system established by the QC Manager. Lead quality inspections and tests, manage inspectors, and ensure all work meets project specifications and international standards throughout construction, precommissioning, and commissioning phases.

Key Responsibilities

Quality Planning and Procedures

• Prepare Quality Procedures and Inspection Test Plans.
• Prepare Inspection and Test Plans (ITP) as per project specification and applied standards.
• Develop and maintain inspection procedures and techniques throughout construction, precommissioning and commissioning stages.
• Preparation and review of method of statements prepared by site engineers.
• Prepare, review and modify look-ahead schedules of all planned, critical and complex quality activities during construction and pre-commissioning phases.
• Prepare documents and procedures for pre-commissioning phases.

Quality Performance and Monitoring

• Manage work performance on the discipline as per applicable work processes.
• Monitor actual results of Quality Performance Indicators.
• Submit Two Week Look Ahead (TWLA) schedules for inspection.
• Report on daily inspection and testing activities.
• Conduct surveillance on inspection tests required in technical provisions of specifications.
• Ensure timely inspection of all materials and equipment delivered and complete installations at site.

Inspections and Testing

• Plan, control and perform inspections and tests on assigned discipline.
• Ensure usage of accurate and calibrated tools and meters for inspection and measurements.
• Ensure all testing and measuring instruments are calibrated as per standards and requirements; maintain calibration records.
• Perform and witness testing required at sub-vendor premises and approved independent testing laboratories as required.
• Evaluate Factory Acceptance Tests.
• Coordinate with consultants inspectors, contractors coordinators, Project Engineers and Site Engineers on all aspects of site inspections.

Non-Conformance and Corrective Actions

• Initiate Non-Conformance Reports when nonconformity to project quality plan, specification or procedural requirements occurs.
• Prepare and analyze Non-Conformance Reports in consultation with the Project Manager.
• Initiate Corrective Action Requests (CAR) and Non-Conformity Reports (NCR) to prevent recurrence of non-conformities or violations.
• Verify implementation and effectiveness of Corrective Actions before closure.
• Ensure timely action on comments and complaints by the Contractor, Consultants and Client.
• Respond in writing to Corrective Action Requests and Non-Compliance Reports issued by Client.
• Coordinate with other disciplines to provide corrective actions.

Documentation and Reporting

• Prepare Requests for Inspection (RFI) summaries, Log Book Entry (LBE) logs, Internal Non-Conformity Report (INCR) logs and Non-Conformity Report (SA-NCR) logs.
• Submit documentation to QA Manager for monthly reports.
• Prepare and maintain weekly and monthly QA/QC logs and reports to Project Manager and QA/QC Manager.
• Maintain Monthly Quality Management Reports, Construction Inspection Record Books (IRB), Material Preservation Handling and Storage Records and Project Document Control Registers (PDCR).
• Identify and maintain Quality Records to demonstrate specific quality requirements, Audit Files and include them in Monthly Quality Management Reports.

System and Tool Management

• Manage work activities through system management tools (FMCS, SCMS).
• Establish processes and systems to utilize FMCS and SCMS enabling systematic quality control.
• Conduct training on FMCS and SCMS operation.

Compliance and Implementation

• Implement Contract Quality Plan (CQP), Construction Quality Procedures (QPR) and Inspection and Test Plans (ITP).
• Liaison and resolution with clients on quality-related matters including Quality Issues, NCRs and Observations.
• Attend all Quality-related meetings with Project Manager and Team.
• Participate in QC toolbox talks and training for Engineers and Supervisors.
• Participate in internal quality audits and submit reports to QA/QC Manager.

Audits and Supervision

• Manage and attend as QC Supervisor for external third-party audits at 15% and 60% of construction completion.
• Lead and supervise Quality Inspectors and subcontractor QC Inspectors.

Qualifications & Experience

• University degree with a minimum of seven (7) years of experience in inspection; OR high school diploma with a minimum of ten (10) years of experience in inspection.
• Minimum three (3) years of direct experience in supervision of construction activities in the Contract Scope of Work (e.g., oil, gas and petrochemical projects, Infrastructure, communication).
• Aramco experience required.
• Experience in evaluation of Factory Acceptance Tests.
• Familiarity with international industry codes and standards related to Intrinsically Safe Systems and Electrical Systems for Instrumentation: API RP 551, ISA RP12.6, ISA RP12.2.02, ISA TR12, ANSI MC96.1, IEEE 518, IEEE 1100, IEC 60529, NEMA ICS 6, NEMA 250, NEMA VE 1, NEMA VE 2, NFPA 70/NEC and UL 94.
• Working knowledge of international codes and standards related to packaged units' instrumentation including Distributed Control Systems (DCS), Supervisory Control and Data Acquisition (SCADA) Systems, Remote Terminal Units and Emergency Shutdown (ESD) systems.
• Working knowledge of telecommunications in OSP (Outside Plant) installation and PDS (Premise Distribution System) installation.
• Familiarity with North American or International Telecommunications Standards including Building Industry Consulting Services International - Telecommunications Distribution Methods Manual (BICSI-TDMM), National Electrical Codes and National Electrical Safety Codes or their equivalents.
