Role Overview
QC Engineer - Painting & Insulation at Samsung E&A, based on a construction site for a capital project.

Role Purpose
Contribute to site quality by handling quality issues in painting and insulation disciplines according to corporate and project quality standards. Plan, control and perform inspections and tests while managing inspectors assigned to these disciplines.
Key Responsibilities
Planning and Control
- Establish Inspection Test Plan (ITP) and ITP Matrix for inspectors to control inspection work.
- Distribute tasks to inspectors responsible for the discipline.
- Set and apply practical work processes.
- Prepare Quality Procedures and ITP.
- Review Construction Procedures and Method Statements.
- Establish Quality Performance Indicators and manage actual results.
Discipline-Specific Quality Management
- Demonstrate understanding of paint and coating materials.
- Apply surface preparation techniques.
- Oversee coating application and inspection.
- Manage insulation materials and installation techniques.
- Conduct quality control and inspection techniques for painting and insulation.
- Identify and mitigate quality risks.
- Conduct audits and inspections.
Training and Development
- Implement Quality Training to Construction and Quality Staffs.
Risk and Preventive Action
- Promote Risk Management System in Construction and suggest countermeasures.
- Ensure lessons learnt are applied and proper preventive action is conducted.
Stakeholder Coordination
- Coordinate and monitor with other disciplines to provide corrective action.
- Liaise and solve quality-related matters with clients, including Quality Issues, NCR and Observations.
Systems and Documentation
- Manage work activity through system management tools (FMCS, SCMS).
- Assemble cost control and statistical data in support of quality objectives as needed.
Qualifications & Experience
- Bachelor's degree in engineering or relevant field.
- 15+ years of direct work experience in inspection of capital projects quality.
- Familiarity with project specifications and standards and medium to large-sized project experience.
- Experience in oil, gas, petrochemical or power plants.
- Engineering and Construction Company working experience in GCC.
- Certification in NDT Level II or higher.
- ISO 9001 Lead Auditor Certification.

- Expert knowledge of relevant codes, standards and regulatory requirements.
- Advanced inspection techniques and tools, material testing methods and documentation.
- Understanding of project management principles.
- Expertise in establishing process and system to utilize FMCS and SCMS.
- Leadership and management skills.
- Ability to manage and motivate a team.
- Excellent communication and negotiation skills.
- Ability to analyze and solve complex problems.
- Ability to work under pressure.
- Discipline knowledge and experience in Substations, switchgear rooms, control rooms and motor control centres.
