Role Overview

Property Manager at V2X, physically located in Kuwait in support of WEXMAC. This position reports to the HQ Government Property Director and Task Order Manager.

Role Purpose

Manage the 10 life cycle outcomes of Property Management for the V2X program in accordance with FAR Clause 52.245-1, Performance Work Statement, and the Property Management Plan, ensuring 100% accountability of Government Furnished Property, Company Acquired Property, and company property records while maintaining compliance with all applicable regulations and auditing requirements.

Key Responsibilities

Property Accountability and Compliance

  • Manage the 10 life cycle outcomes of Property Management for the V2X program in accordance with FAR Clause 52.245-1, Performance Work Statement, and the Property Management Plan.
  • Ensure compliance with prescribed Vectrus Property Management Plan, Performance Work Statement, and Federal Acquisition Regulations.
  • Coordinate with Property Custodians to ensure and maintain 100% accountability of Government Property in accordance with applicable Government regulations and Vectrus Property Management Plan.
  • Ensure all Government Furnished Property (GFP) and Contractor Acquired Property (CAP) are properly tracked, documented, and identified in Vectrus Property Book records.
  • Maintain 100% accountability of all company property records through the Maximo Implementation System and must have knowledge of Army Supply System including DLIS Fed log.
  • Provide guidance on government regulations pertaining to property accountability; develop, recommend and implement property administration policy.

Records and Financial Management

  • Manage the company fiduciary accounts with the Theater Property and the Installation Property Book Office ensuring accuracy and compliance of records.
  • Maintain an IUID registry for all assets procured or transferred that meets the government's requirements.
  • Manage and maintain through periodic maintenance, administrative records and submit program status reports in accordance with established project operating procedures (POP), standard operating procedures (SOP), work instructions (WI) and the contract.

Transfers and Auditing

  • Coordinate transfers and support to the customer in accordance with AR 735-5 for property and materiel responsibility transfers.
  • Maintain a professional transparent relationship with auditing agency ensuring timely submissions and responses to all requested actions.

Training and Oversight

  • Provide training, mentoring, effective and efficient management of all Government Furnished Property and Company Acquired Property for V2X.
  • Provide management direction, training and oversight to include overseeing day to day property control operations; may include but not limited to Custodial record management, administrative adjustment reports, cyclic inventory reporting, proper storage of property, sensitive items inventories, receiving, shipping and preparation of all supporting documentation.
  • Supervise a department consisting of approximately 30 personnel.

Operations and Site Management

  • Perform duties involving requesting, receiving, issuing, accountability, and preservation of all GFP, and review complete work for accuracy and compliance with established procedures.
  • Routinely visit all work locations to provide assistance and ensure that the program is being managed properly and effectively in accordance with prescribed directives.
  • Provide technical assistance to departments and upper management as needed.
  • Perform duties involving LOSS process through the Property Administrator Reach Back Program, and request for Letter of Technical Direction (LOTD) for gains or losses for assets not procured or disposed of by routine methods.

General

  • Perform other duties as required.

Qualifications & Experience

Education and Credentials

  • Bachelor's degree and two years' experience, or High School diploma and eight years' experience.
  • One year related experience may be substituted for one year of education if degree is required.
  • Minimum certification of a Certified Property Professional Administrator from the National Property Management Agency.
  • Must be a U.S. Citizen.
  • Must be CAC eligible and/or able to obtain a Common Access Card (CAC).
  • Valid driver's license and ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License required.

Experience

  • Minimum of 6 years specialized experience in property management operations.
  • Must be familiar and able to train Property Management operating systems.
  • Must be familiar with appropriate FAR, DFAR's, AR's (Army Regulations) and correct publications concerning 10 Lifecycle outcomes.

Skills & Competencies

  • Exhibit strong organization and communication skills.
  • Feel comfortable delegating and possess skills to include scheduling workers, keeping track of staffing and keeping staff motivated.
  • Knowledge of Army Supply System including DLIS Fed log.
  • Familiarity with Maximo Implementation System.

Additional Information

Working Conditions

  • Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
  • Indoor and/or outdoor environment with very adverse and harsh conditions (hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
  • Includes some industrial production environment conditions.

Physical Requirements

  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
  • Must comply with all Fire and Safety Regulations and post policies.
