Project Risk Section Head

Role Overview

Project Risk Section Head at HILL International. This role leads risk management functions across the organization's project portfolio, establishing governance frameworks and ensuring systematic identification, assessment, and mitigation of project risks.

Role Purpose

Own the organization's risk management standards, policies, and procedures. Establish and manage program-level risk plans, coordinate risk identification and assessment across projects, and drive continuous risk awareness and compliance across the project delivery lifecycle.

Key Responsibilities

Risk Strategy & Governance

• Develop risk management standards, policies and procedures.
• Establish and manage the program risk management plan.
• Prepare and implement a risk management plan for construction projects outlining processes to mitigate risks, including risk identification procedures, risk evaluation procedures, and risk mitigation procedures.
• Ensure compliance with relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within HILL International.

Risk Identification & Assessment

• Identify, assess, monitor and report risks within the project.
• Conduct Risk Workshops.
• Conduct Risk Assessments on projects during the execution phase.
• Meet with clients, consultants, and contractors to identify, assess, and evaluate risk issues arising from different phases in the project lifecycle.

Risk Monitoring & Control

• Review the accuracy of risk scoring and adequacy of risk mitigation plans.
• Facilitate the completion and updating of Project Risk Register.
• Analyze and monitor the progress of management actions by each risk owner.
• Own the Risk Database.

Reporting & Stakeholder Communication

• Create Risk reports for Project Managers.
• Generate monthly reports for risk meetings with client's representatives.
• Prepare ad-hoc risk management reports as and when required.

Capability Building

• Train and educate the project staff to create continuous awareness for risk management.

General

• Perform other duties as assigned by the line manager/supervisor.

Qualifications & Experience

• Bachelor degree in engineering or management from an accredited university.
• Minimum 20 years' experience in engineering and/or project management.
• Experience as the risk manager on large-scale projects.
• Proven experience of risk quantification in cost, schedule, quality, and safety.
• Proven experience of maintaining risk management databases (for example ARM).
• Proven experience of corporate risk management procedures.
• Experience of working internationally; preference for KSA (Kingdom of Saudi Arabia) experience.

Skills & Competencies

• Demonstrated skills in identifying problems, assessing alternatives and determining solutions.
• Understanding of commercial risk management practice and procedures, preferably within relevant cluster context.
• Reliability and initiative to deliver success without immediate supervision.
