Project Manager (PM)

Role Overview

Project Manager (PM) at V2X, physically located in Kuwait, supporting large facility U.S. Government Operations and Maintenance services for light construction projects.

Role Purpose

Serve as the single point of contact for a large facility U.S. Government Operations and Maintenance support services contract in Kuwait, reporting to the Site Manager. Oversee project planning, execution, resource allocation, team management, and stakeholder communication to deliver quality outcomes within budget and schedule constraints.

Key Responsibilities

Project Planning and Scope

• Define project scope, goals, and deliverables.
• Plan and implement projects.
• Create schedule and project timeline.
• Define tasks and required resources.
• Allocate project resources.

Team and Personnel Management

• Manage project team.
• Support and direct team.
• Monitor the performance of department, branch, and section personnel.
• Assist with the management of assigned personnel as required.

Budget and Financial Management

• Manage budget.
• Monitor contractual performance and costs.
• Take action to correct discrepant conditions.

Quality Assurance and Monitoring

• Ensure that quality standards are applied to all levels of the work and measured for effectiveness.
• Track deliverables.
• Monitor and report on project progress.
• Evaluate and assess results of project.

Reporting and Stakeholder Communication

• Monitor the submissions of required reports and Contract Data Requirements List (CDRL).
• Present to stakeholders reports on progress as well as problems and solutions.

Change Management

• Implement and manage change when necessary to meet project outputs.

• Perform other duties and assignments as required.

Qualifications & Experience

• Must be a U.S. Citizen.
• Must be CAC eligible and/or able to obtain a Common Access Card (CAC).
• Minimum of ten years Project Management or Construction Management experience.
• Minimum of seven or more years' experience supervising employees.
• Six years of Project Management experience with two years in a managerial capacity of a similar project, department, or branch related to these functions.
• Bachelor's degree in Engineering, Construction Management, or related field preferred.
• Six Sigma Green Belt Certification desired.
• Project Management Professional (PMP) certification desired; PMP is highly desirable.

Skills & Competencies

• Demonstrate good oral, written, and listening skills.
• Read, write, and speak the English language with proficiency.
• Fluency in reading and interpreting plans, technical data, schematics, and diagrams.
• High level of proficiency in the use of MS Office and/or other related applications.
• Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
• Knowledge of principles and processes for providing customer services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
• Capable of managing a large team of highly complex technical multi-occupations performing operations and maintenance, construction, and repair of systems, equipment, devices, and components at a federal government installation in a foreign country.
• Five to eight years as a manager in a multi-discipline environment comparable to that offered under this contract.
• Preferred background in military installation base support and infrastructure management.
• Collaborative work style, fostering cooperation and teamwork.
• Exercise discretion and good sound judgment.

Additional Information

Working Conditions

• Subject to extreme heat with temperatures above 100 degrees for periods of more than one hour; consideration should be given to the effect of other environmental conditions such as wind and humidity.
• Subject to extreme cold with temperatures typically below 32 degrees for periods of more than one hour; consideration should be given to the effect of other environmental conditions such as wind and humidity.
• Subject to environmental conditions with protection from weather conditions but not necessarily from temperature changes.

Physical Requirements

• Light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
