Role Overview

Project Manager – Onsite (Saudi National Only) with Decima International. This is a full-time, onsite PMC Lead / Site Director role for a major hyperscale data center project.

Role Purpose

Lead the delivery of a major hyperscale data center project as the PMC's single point of accountability to the Owner. Provide overall leadership across project governance, stakeholder coordination, performance management, and executive reporting while ensuring delivery against cost, schedule, quality, safety, and commissioning objectives.

Key Responsibilities

Governance & Accountability

• Serve as the PMC's primary point of accountability to the Owner for overall project delivery.
• Lead project governance, coordination, decision-making, and escalation processes.
• Ensure compliance with contractual requirements, project procedures, governance frameworks, and applicable standards.

Strategic Leadership

• Provide strategic leadership across construction, project controls, commercial, quality, HSE, and commissioning functions.
• Support commercial, contractual, and change management decisions as required.
• Drive collaboration across all project stakeholders to support timely and successful project completion.

Stakeholder Coordination

• Coordinate activities between the Owner, Site Supervision Consultant, designers, contractors, vendors, utility providers, and other stakeholders.
• Manage multiple contractors, consultants, designers, and stakeholders effectively.
• Lead executive-level project meetings, governance reviews, and performance discussions.

Performance Management

• Monitor overall project performance against approved cost, schedule, quality, safety, and commissioning objectives.
• Review and challenge project progress, forecasts, key milestones, and contractor performance.
• Ensure project risks, issues, dependencies, and constraints are identified, tracked, and resolved in a timely manner.
• Oversee the performance of the PMC project team and ensure clear accountability across disciplines.

Reporting & Escalation

• Provide executive reporting to the Owner covering project status, risks, decisions, and required actions.
• Escalate critical project issues to the Owner with clear recommendations and mitigation strategies.
• Review and approve key project reports, recommendations, escalations, and management submissions.

Project Delivery

• Ensure alignment between design, procurement, construction, testing, commissioning, and handover activities.
• Lead readiness for major stage gates, commissioning milestones, handover, and final project closeout.

Qualifications & Experience

• Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline.
• Minimum 15–20 years of overall professional experience in major construction, infrastructure, or mission-critical project delivery.
• Minimum 15 years of relevant project management or project leadership experience.
• Minimum 10 years of experience on similar large-scale projects.
• Demonstrated experience delivering at least one hyperscale data center project of 50MW or greater.
• Strong experience leading complex multidisciplinary project teams.
• Proven ability to manage multiple contractors, consultants, designers, and stakeholders.
• Experience providing executive-level project reporting and recommendations to clients or Owners.
• Preferred: Project Management Professional (PMP) certification.
• Preferred: MRICS or equivalent professional accreditation.
• Preferred: Chartered Engineer status or equivalent.
• Preferred: Experience working on hyperscale or mission-critical data center developments.
• Preferred: Experience within a Project Management Consultancy (PMC) environment.
• Preferred: Strong familiarity with EPC, design-build, and multi-contractor project delivery models.
• Preferred: Experience working in KSA or the wider GCC region.
• Preferred: Knowledge of international construction contracts and project governance standards.

• Proficiency with Document Management Systems.
