Role Overview
Project Manager at HILL International. This position manages the development, implementation, and delivery of large-scale infrastructure and city development projects from inception through completion.
Role Purpose
To lead project execution across planning, budgeting, scheduling, and resource coordination, ensuring all deliverables meet scope, timeline, and budget requirements while maintaining safety and quality standards and managing stakeholder expectations.
Key Responsibilities
Planning & Scope Management
- Develop and implement comprehensive project plans, schedules, budgets, and objectives.
- Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Use appropriate verification techniques to manage changes in project scope, schedule and costs.
- Manage changes to the project scope, schedule, and costs.
Monitoring & Control
- Monitor and control project progress and performance.
- Measure project performance using appropriate systems, tools and techniques.
- Monitor project costs and ensure cost efficiency.
Risk & Issue Management
- Analyze project risks and develop strategies to mitigate them.
- Identify and resolve project issues.
Resource & Vendor Coordination
- Coordinate internal resources and third parties and vendors for the flawless execution of projects.
- Ensure resource availability and allocation.
- Provide technical guidance and support to team members.
Stakeholder Management
- Coordinate with stakeholders and team members to ensure project objectives are met.
Reporting & Escalation
- Report and escalate to management as needed.
- Provide regular reports on project progress and performance.
Compliance & Documentation
- Ensure that all projects are delivered on-time, within scope and within budget.
- Ensure compliance with project safety and quality standards.
- Create and maintain comprehensive project documentation.
- Inform themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within HILL International, and ensure continued compliance with these requirements while employed.
General Duties
- Perform other duties as assigned by the line manager or supervisor.
Qualifications & Experience
- Bachelor's degree in engineering from an accredited university.
- Minimum 15 years of experience in large-scale infrastructure or city development projects.
- Extensive experience in the project management of water and wastewater works.
- Experience of major government and/or semi-government program and projects implementations.
- A record of engagement with government entities and utility providers.
- Experience of implementing a zero accident philosophy.
- Proven track record of successful project management.

- Knowledge of professional project management processes and procedures.
- Knowledge of project management software and tools.
- Excellent organizational skills.
- Excellent verbal and written communication skills.
- Ability to work independently and manage multiple projects.
- Ability to work under pressure and meet tight deadlines.
