Project Manager (BOP) at Al Jomaih Energy and Water, located in Taweelah, Abu Dhabi, UAE, approximately 30–40 km from Abu Dhabi city.

Role Purpose
Lead the execution of a greenfield CCGT project with a net power capacity of 2400 MW from design and engineering through construction, commissioning, and operation. Ensure full project completion safely, within budget, on schedule, and in compliance with engineering, quality, HSSE, and regulatory standards. Manage the owner's engineer team, EPC contractors, vendors, and stakeholders across all project phases, and support operations post-handover.
Key Responsibilities
Project Execution & Control
- Own development and EPC execution of the new 2.6 GW CCGT project and maintain the project execution plan.
- Lead an owner's engineer team to manage EPC contractors, vendors, and suppliers until achieving Commercial Operation Date (COD).
- Ensure projects are executed according to project standards including project management procedures, QA/QC standards, HSSE standards, and Engineering Standards as per the PPA and EPC Contract.
- Enforce compliance with agreed contractual schedule for Engineering, Procurement, Construction, Testing, and Commissioning activities.
- Maintain adherence to contract specification and budget, minimizing variation order claims.
- Participate in review of inter-disciplines design, engineering, and constructability to consider safety, quality, performance, reliability, and operational flexibility with optimal project and lifecycle cost.
Stakeholder & Contractor Management
- Work closely with internal and external parties on tie-in to existing plant to avoid unplanned plant shutdown.
- Coordinate with Operations & Maintenance, Customers, and EPC Contractor/Vendor for all project execution and commissioning activities.
- Manage the tender process and tender assessment for EPC contractors, surveys, and studies.
- Manage relevant stakeholders both internally and externally for project costing and scheduling.
Compliance & Permitting
- Lead review of MSRA for Permit to Work (PTW) system.
- Ensure all necessary licenses and permits required by Government Authorities are obtained before plant construction and after construction completion.
- Ensure projects comply with all HSSE and regulatory standards throughout execution.
Reporting & Communication
- Lead weekly and monthly progress meetings.
- Provide updates and report to Project Management Head and Higher Management.
Documentation & Asset Management
- Ensure proper document control and project documents are ready for archival upon project completion.
- Ensure all project documents, especially As Built Documents and as-built drawings, are properly archived in the Digital Technical Library.
Post-Handover Support
- Continue support to Operations & Maintenance after plant handover.
- Close out any outstanding issues arising during the project execution phase.
Strategic & Value Engineering
- Develop all value engineering and strategic plans to ensure CAPEX remains competitive, sustainable, and meets company business and operational needs.
Qualifications & Experience
- Degree in Engineering, Project Management, or equivalent.
- Minimum 15 years of experience in project management in CCGT projects and Power and Utilities projects.
Skills & Competencies
- Strong leadership presence, interpersonal, and communication skills to coordinate between Operations & Maintenance, customers, contractors, and internal departments.
- Decisive and solution-oriented to resolve project issues promptly.
- Attention to detail for documentation and quality management.
- Committed to upholding high safety standards in high-risk environments.
- Good analytical skills in analyzing project management issues and ability to resolve issues quickly.
- Good understanding of gas power, utilities, and water processes.
- Proficiency in MS Office, AutoCAD, and MS Project.
- Good understanding of International Codes and Standards such as ASME, API, and IEEE, rules and regulations (advantageous).
