PROJECT MANAGER

Role Overview

Project Manager at ADNOC. The role manages, supervises and controls the development and implementation of diverse major multi-disciplined engineering projects from initial inception through completion and handover, relating to new plants, facilities and modifications to existing plant and systems, ensuring optimal and economic development consistent with Shareholders guidelines.

Role Purpose

Manage major multi-disciplined engineering projects across all phases from conception to commissioning and start-up. Direct multinational contractors and project teams to deliver projects within specified time, cost, quality, HSE and schedule objectives while maintaining technical integrity and compliance with company procedures and standards.

Key Responsibilities

Project Strategy & Planning

• Lead teams in developing strategies for implementation of major development projects.
• Review source material and participate in meetings to establish future project requirements in the assigned field.
• Provide basic technical and administrative input to take projects from initial inception stage to drafting and submission of requirements proposals.
• Define, revise and refine scopes and objectives, obtain or arrange background data on potential cost and technical feasibility, and advise alternatives where appropriate.
• Participate in refinement of initial proposals into coherent viable project plans.
• Direct and participate in revision and refinement of initial project designs, specifications, costs and phasing.
• Prepare project strategy in conjunction with user department and other divisions such as Finance and Commercial Support.
• Develop and manage definition, design and execution of projects to meet company objectives and guidelines on field development activities.

Design & Technical Management

• Lead and provide technical input into proposal and conceptual developments.
• Coordinate design and materials specification.
• Technically manage procurement and contract tendering stages.
• Interface with external parties and ensure that appropriate codes, practices and standards are applied.
• Authorize alternate studies such as shop versus field fabricated pipe and concrete versus steel structures.
• Manage technical integrity of surface facilities and project costs throughout the project life cycle.

Project Execution & Oversight

• Direct project management teams through all phases of project execution from project initiation up to commissioning and start-up.
• Direct and coordinate activities of teams of multi-discipline engineers in a designated field.
• Perform supervisory functions and exercise financial authority at the level established by management.
• Initiate and approve preparation of overall work programs, terms of reference for contractors, project standards and working procedures.
• Establish basis for project execution phase.
• Ensure all projects are implemented in accordance with sound project management principles and established company procedures and standards.
• Manage project management consultant(s) and ensure effective site supervision and project administration is carried out.
• Provide information to management on project progress.

Contractor & Vendor Management

• Manage multinational contractors ensuring projects are implemented in accordance with sound project management principles and in full compliance with HSE requirements and guidelines.
• Initiate and manage pre-qualification of bidders list.
• Exercise overall control over budget and cost of the project and each contract.
• Vet authorization for expenditure.
• Review and endorse contract purchase, subcontracts recommendations and variation orders throughout all phases of the project.
• Ensure approved plans are updated accordingly.
• Appraise contractor's overall performance for quality, cost, schedule and safety.
• Ensure corrective actions are taken.

Safety & Compliance

• Ensure the project is executed in a safe manner and that all contractors adhere to approved safety procedures and method statements for carrying out works and contracts awarded.
• Ensure preparation of the Department's safety program on the project.
• Oversee compliance with the company's safety rules and regulations.
• Evaluate and audit adherence to safety requirements.
• Take necessary remedial measures to correct and overcome deficiencies.

Financial Management & Reporting

• Coordinate overall financial matters pertaining to the project, such as currency requirements and restrictions, import duty exceptions and financial forecasts.
• Efficiently manage all projects within budgets and in accordance with company policies, directives, engineering and project management standards.
• Prepare weekly highlights and monthly progress reports covering all engineering, procurement and construction activities.
• Report on financial situation of the project.
• Advise Management of anticipated completion date of the project for subsequent start-up planning.

Quality & Governance

• Set and oversee observance of quality and control standards for all activities carried out under jurisdiction in assigned projects.
• Deliver major development projects within set targets on HSE, quality, cost and schedule.
• Recommend acceptance or rejection of work programs and proposals related to project execution and implementation.
• Accountable for efficiently managing all projects within budgets; poor decisions can involve significant financial losses due to changes of scope, re-work and program delays, including possible consequences of lost production targets.

Leadership & Collaboration

• Lead and/or participate in divisional or company-wide committees as assigned.
• Provide guidance and expertise in area of specialization.
• Lead related discussions and meetings.
• Assist in development of start-up plan and manning requirements.
• Agree in consultation on completion of portions of plant for acceptance by end user.

Additional Responsibilities

• Attend Tender Board Meetings.
• Carry out other similar related duties as assigned.

Qualifications & Experience

• Bachelor Degree in Engineering or equivalent.
• 12 years of professional experience in Project Engineering and Execution in Oil & Gas projects.
• 5 years leading multi-disciplined staff and Consultants/Contractors in defining and executing projects within the oil and gas industry.
• Project management professional with sound knowledge of contracts, planning and budget/cost control requirements.
