Role Overview
Project Engineer at HILL International. The role is based on a regional basis with coordination responsibilities across multiple sites and project locations.
Role Purpose
Develop and execute comprehensive project plans while providing technical leadership, coordination, and oversight across all project functions to ensure infrastructure and development projects meet quality standards, regulatory requirements, budgets, and schedules.
Key Responsibilities
Project Planning & Control
- Develop detailed project plans that include timelines, budgets, resources, and risk assessments.
- Prepare engineering budgets, project schedules, and project control budgets.
- Monitor engineering progress against budget and forecasted schedule.
Stakeholder & Team Coordination
- Coordinate with design, manufacturing, construction, and maintenance teams to ensure project goals are met.
- Maintain effective communication with stakeholders, including clients, contractors, and vendors.
- Coordinate and communicate with projects group as needed on major projects in the Region.
- Coordinate with regional and site management on status, significant trends, and changes of approved projects.
- Maintain effective and ongoing communications with construction and contractor management teams.
- Coordinate engineering activities with other departments.
Project Oversight & Monitoring
- Ensure project functions monitoring is coordinated and properly staffed, including Project Management, Site Management, Project Control Management, Engineering Management, Procurement, and Construction Management.
- Monitor construction progress and provide technical assistance.
- Ensure accurate and timely reporting standards are maintained throughout the project(s).
Technical Support & Quality Assurance
- Provide technical support and guidance to project team members.
- Ensure projects adhere to quality standards and regulations.
- Identify and resolve technical issues and problems that arise during the project.
- Provide technical advice and support to other departments.
Documentation & Compliance
- Maintain accurate project documentation, including progress reports, technical specifications, and change orders.
- Inform themselves of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures in place within HILL International.
- Ensure continued compliance with Quality, Environmental, Safety, and Occupational Health requirements while employed by HILL.
General Responsibilities
- Perform other duties as assigned by the line manager or supervisor.
Qualifications & Experience
- Bachelor's degree in engineering from an accredited university.
- Minimum 10 years of experience in large-scale infrastructure or city development projects.
- Extensive experience in project management of water and wastewater works.
- Experience with major government and/or semi-government program and project implementations.
- A record of engagement with government entities and utility providers.
- Experience of implementing a zero accident philosophy.
- Experience of working internationally.
Skills & Competencies
- Knowledge of professional project management processes and procedures.
- Excellent verbal and written communication skills.
