Procurement Manager based in Dubai at JD.com (Jingdong), a NASDAQ-listed, Fortune 44 global enterprise. The role may also be based in Riyadh, London, Beijing, or Germany depending on assignment.

Role Purpose
Lead and support all aspects of procurement for Development Projects in the Logistic & Industrial Sector across the Middle East, Europe, and Asia. Formulate procurement strategy, develop and manage vendors, execute tendering and bidding processes for new pipeline projects and renovation projects, and ensure compliance with company policies and cost targets.
Key Responsibilities
Procurement Strategy & Planning
- Develop and implement comprehensive procurement strategies for Development Projects in the Logistic & Industrial Sector across the Middle East, Europe, and Asia regions, aligned with company business objectives, cost targets, and quality standards.
- Collaborate with cross-functional teams including Development, Asset Management, and Business Development to understand procurement needs, plan procurement timelines, and ensure alignment with project schedules.
- Ensure all procurement activities comply with local regulations, company policies, and international procurement best practices.
Vendor Management & Development
- Establish and maintain a comprehensive suppliers database for the Middle East, Europe, and Asia regions, focusing on Logistic & Industrial Sector vendors such as construction materials, equipment, and services.
- Manage existing vendor relationships, negotiate long-term cooperation agreements, optimize vendor terms, and resolve vendor-related issues in a timely manner.
Tendering, Bidding & Procurement Execution
- Lead and execute the full procurement cycle, including tender documentation preparation, tender release, bid evaluation, negotiation, contract award, and order placement.
- Assist other departments in fulfilling their procurement needs and coordinate cross-departmental communication to ensure procurement requirements are clearly understood and met.
- Manage tendering and bidding processes in accordance with procurement strategies, ensuring transparency, fairness, and efficiency.
Qualifications & Experience
- Professional qualification in Procurement, Supply Chain Management, Logistics, or related fields.
- Minimum 5 years of relevant procurement experience in industrial and/or logistics projects (preferred) or Real Estate sector, with a focus on the Middle East, Europe, or Asia region.
- Minimum 3 full-cycle project procurement experiences in Logistic & Industrial Sector.
- Strong understanding of local procurement market, cost benchmarks, local regulations, authority charges, and legal requirements.
- Proven track record in procurement strategy formulation, vendor development, tendering and bidding management.
- Strong local network and resources of vendors and suppliers in the Middle East, Europe, or Asia region.
- Familiar with international logistics real estate procurement management is a plus.
Skills & Competencies
- Proficient in using ERP systems for procurement management and familiar with procurement software and tools.
- Excellent interpersonal skills with strong negotiation, written, and oral communication abilities in English.
- Chinese language proficiency is an advantage for positions in China.
- Arabic language proficiency is an advantage for positions in the Middle East.
- German language proficiency is an advantage for positions in Germany.
