PMC Site Quality Manager

Role Overview

Wood PLC is recruiting a PMC Site Quality Manager to be based in Ruwais to support the Taziz Methanol Project. The position is full-time on-site.

Role Purpose

Lead quality assurance and quality control functions for a major project delivery, ensuring compliance with project specifications, contractor performance standards, and organizational quality objectives through systematic auditing, monitoring, and stakeholder engagement.

Key Responsibilities

Quality Strategy and Planning

• Develop the Project Quality Management Policy and Project Quality objectives in coordination with the Integrated Project Management Team (IPMT)
• Develop the Project Quality Plan based on project scope of work, execution strategy, and all relevant project-specific procedures
• Establish Project QA/QC KPIs and ensure regular performance reporting to key stakeholders

Organization and Resource Management

• Develop and manage the QA/QC organization, resource plan, and department budget
• Establish and monitor the quality load for shop surveillance and site-based QA/QC activities
• Manage interfaces with any outsourced quality activities, including third-party inspectors and accreditation service providers

Audit, Monitoring and Performance

• Prepare and implement the project audit and monitoring program schedule
• Establish an improvement dashboard upon auditing and monitoring activities and monitor its effectiveness on a regular basis
• Participate in project performance reviews to capture QA/QC lessons learned for future business development and benchmarking purposes

Contractor and Vendor Management

• Prepare and implement QA/QC specifications as an integral requirement of the supplier's and contractor's scope of work
• Validate and approve the QMS to be implemented by EPC contractors to ensure conformity during execution of their scope of work
• Approve and implement Vendor's and EPC Contractor's QA/QC Plans and Inspection and Test Plans
• Participate in the close-out of EPC Contractor Purchase Orders and in the assessment of Vendor's and Contractor's performance

Stakeholder Engagement and Reporting

• Provide regular feedback to the IPMT and key stakeholders, including lessons learned
• Provide support to ensure that a project lessons learned process is implemented
• Lead investigations into specific QA/QC concerns and communicate the findings to key stakeholders
• Participate and provide advice and support during the EOI, ITT, and Tender Evaluation processes

Qualifications & Experience

• Bachelor of Science degree in Mechanical Engineering or equivalent
• Master's degree in management or equivalent
• Minimum 20+ years of experience within the oil and gas sector, including PMC or EPC Quality Manager experience on large projects
