Role Overview

This is an exciting role for an experienced Project Controls Manager with extensive experience managing controls across a portfolio of projects for high-profile clients like ADNOC.

Role Purpose

The Project Controls Manager monitors project performance in meeting project objectives in terms of cost, schedule, business planning, reporting, information management, contracting and procurement, organization and staffing. The role applies structured project management controls to ensure integration of various facets of the project and completion on time.

Key Responsibilities

Business Planning & Reporting

  • Direct all project activities related to preparation of the annual Business Plan and related budget in coordination with the Project Support Manager.
  • Direct the preparation of management and project reports (daily, weekly, monthly) and presentations in coordination with the Business Planning & Management Reporting Team lead.
  • Serve as the focal point for general project assessments, evaluation and performance including ADNOC reviews and Independent Project Reviews by shareholders and other agencies (e.g. IPA).
  • Provide pointed cost and schedule information to support decisions by the project team; develop and discuss project periodic cost and schedule reports with IPMT.
  • Direct and monitor all financial reporting for the project including accrual reports, cash calls and reconciliation of ADNOC Offshore systems with project reporting.
  • Direct and monitor all accounting activities including invoicing review and approvals.
  • Direct the preparation of Fixed Asset Registers for the project scope.

Project Controls & Governance

  • Establish, implement and ensure compliance with procedures and processes for Project Services & Controls.
  • Guide the development and implementation of project procedures and systems related to contracts, project controls, procurement, information management and financial reporting/accounting.
  • Ensure that activities with respect to project cost, schedule, contract, procurement and information management are being managed by the Company's guidelines and contract requirements.
  • Provide advice as necessary to ensure ADNOC and the Project's objectives are achieved.
  • Ensure that the organization is fully aware of and accepts the guidance offered by Company's project services professionals.
  • Conduct briefing sessions for project team members with respect to project services requirements and processes with special focus on Safety.
  • Ensure that contractor delivers on information management requirements.

Cost & Schedule Management

  • Finalize the project cost and schedule estimate confidence package.
  • Ensure project risks and issues are properly weighted in.
  • Provide advice on cost and schedule impact of changes, modifications or alternates by keeping abreast of engineering, procurement and construction activities.
  • Monitor and coordinate reporting of cost and schedule impact of changes.
  • Ensure accounting systems are in line with audit requirements.

Risk Management

  • Lead the risk management process for the project team.
  • Ensure that the project issues and risk register are up to date.

Stakeholder Management & Coordination

  • Maintain close liaison with appropriate members of the project management team (Engineering, Construction, Quality, SHE&S).
  • Look for opportunities to mentor ADNOC staff in business activities.

Contracting & Procurement

  • Direct the preparation of all project related tender and procurement activities and manage the respective tender evaluations through to award.
  • Provide support to the Project Manager and the IPMT on Contract Administration issues and matters.
  • Secure other than EPC contracts required to support project execution and commissioning.
  • Lead the implementation of the ExxonMobil Master Technical Agreement work order process for Project team.
  • Coordinate all ExxonMobil work request activities.

Organization & Staffing

  • Direct the development of the IPMT organizational plan and related staffing.

Qualifications & Experience

  • Bachelor of Science degree in Engineering or equivalent.
  • Master's degree in Management or equivalent.
  • Minimum 20+ years' experience within the oil and gas sector, including Project Controls Management experience on large projects.
  • Experience with contractors and suppliers and ability to manage related interfaces.
  • Knowledge of relevant international codes and standards.
