PMC Permit Issuance Supervisor

Role Overview

Wood PLC is recruiting an experienced PMC Permit Issuance Supervisor for an ADNOC Onshore client based in Abu Dhabi, United Arab Emirates. The position is located at an onshore site within the Oil, Gas & New Energies business.

Role Purpose

The Permit Issuance Supervisor is responsible for supervising and controlling the Permit-to-Work (PTW) process for ADNOC Onshore project activities. The position ensures that work is authorized, coordinated, and executed safely in accordance with ADNOC Work Management System (WMS), PTW requirements, approved project procedures, and applicable UAE HSE requirements. The role provides supervision to Permit Issuers and coordinates with ADNOC Area Authorities, Asset Approval Authorities, Job Performers, Performing Authorities, construction teams, operations, HSE, and other stakeholders to ensure effective control of simultaneous and high-risk activities.

Key Responsibilities

Permit Issuance and Validation

• Supervise the daily PTW issuance, validation, suspension, extension, revalidation, and close-out process.
• Ensure permits are issued only after all prerequisite controls and approvals have been verified.
• Review work scopes and confirm that the correct permit category and associated certificates are selected.
• Ensure required permits and certificates are available for activities such as hot work, confined space entry, excavation, lifting, electrical work, line breaking, work at height, and other critical activities.
• Verify that all required JSA/risk assessments, method statements, drawings, isolation certificates, gas test records, and supporting documents are properly approved and attached.
• Conduct or coordinate joint site inspections with the Job Performer/Performing Authority before permit issuance.
• Verify implementation of permit controls at the worksite before authorizing commencement.
• Ensure atmospheric testing is performed by authorized and competent personnel whenever required.
• Ensure permits are properly displayed/controlled at the worksite and maintained in accordance with the project PTW system.
• Monitor permit validity and ensure expired or invalid permits are suspended or closed appropriately.

Work Management System Compliance

• Ensure implementation of ADNOC Work Management System requirements applicable to PTW.
• Verify compliance with the key WMS elements, including Permit to Work (PTW), Job Safety Analysis (JSA), Energy Isolation, SIMOPS, and Temporary Defeat, where applicable.
• Ensure work does not commence until all mandatory controls are implemented and verified.
• Confirm that certificates and supporting documents do not substitute for a valid PTW.
• Ensure PTW requirements are integrated with project construction and commissioning activities.
• Maintain awareness of ADNOC Life-Saving Rules and ensure their application during permit activities.

Permit Coordination and SIMOPS

• Participate in daily PTW coordination meetings.
• Review planned activities and identify potential conflicts between simultaneous operations.
• Coordinate permits with Operations, Construction, Commissioning, Maintenance, HSE, and other affected parties.
• Identify SIMOPS conflicts involving hot work, lifting, excavation, hydrocarbon systems, electrical activities, confined spaces, commissioning, and live plant operations.
• Ensure appropriate controls are established before conflicting activities are permitted to proceed.
• Escalate unresolved permit conflicts to the appropriate Area Authority, Asset Approval Authority, or Project Management.

Site Verification and Control

• Conduct regular field inspections to verify compliance with permit conditions.
• Confirm that worksite boundaries, access/egress, barricading, warning signs, fire protection, gas testing, PPE, emergency arrangements, and other controls are in place.
• Verify that energy isolation and zero-energy requirements are implemented where applicable.
• Stop or suspend work when permit conditions are violated or when unsafe conditions develop.
• Ensure work is safely suspended during alarms, emergencies, adverse conditions, or changes in the work scope.
• Reassess conditions before allowing suspended work to restart.

Permit Close-Out

• Ensure completed work is inspected before permit closure.
• Confirm that the worksite has been left in a safe and acceptable condition.
• Verify removal of temporary equipment, tools, waste, barricades, and other work-related materials as applicable.
• Coordinate restoration of equipment/systems following completion of work and approved isolation removal processes.
• Ensure all permits and associated certificates are correctly closed in the PTW system.
• Maintain accurate PTW records, registers, and close-out documentation.

Supervision of Permit Issuers

• Lead and supervise a team of Permit Issuers.
• Allocate permit workload according to project priorities and work locations.
• Verify that Permit Issuers are competent, authorized, and familiar with the applicable ADNOC PTW requirements.
• Conduct toolbox/permit coordination briefings as required.
• Monitor Permit Issuer performance and compliance.
• Provide coaching and guidance on permit quality, field verification, hazard identification, and control implementation.
• Report recurring PTW deficiencies and recommend corrective actions.

Documentation and Reporting

• Maintain an up-to-date PTW register and permit status records.
• Prepare daily/weekly PTW statistics and reports.
• Track issued, suspended, cancelled, expired, and closed permits.
• Monitor permit compliance and identify trends.
• Participate in PTW audits and inspections.
• Support incident investigations involving permit or work-control failures.
• Maintain required records in the ADNOC/project digital PTW system.

Qualifications & Experience

• Bachelor's Degree or Diploma in Engineering, HSE, Construction, or a related technical discipline.
• Minimum 10 years of oil and gas experience, preferably in onshore production facilities, EPC projects, brownfield projects, or major maintenance projects.
• Minimum 5 years of experience in Permit Issuer, Area Authority, or PTW supervision.
• Demonstrable experience on ADNOC Onshore projects is highly desirable and may be mandatory for PMC positions.
• Valid ADNOC-approved Permit to Work/WMS certification appropriate to the assigned role.
• H2S Awareness certification.
• First Aid and Fire Fighting certification.
• Good knowledge of oil and gas construction and operational interfaces.

Authority and Discretion

• Reject a permit application when requirements are incomplete.
• Stop or suspend work when permit conditions are not complied with.
• Prevent permit issuance where prerequisite controls are not implemented.
• Escalate unsafe conditions or SIMOPS conflicts.
• Require reassessment when the work scope, site conditions, or risk profile changes.
• Recommend corrective actions for repeated PTW non-compliance.
