Role Overview
PMC Engineer (Commissioning Electrical) with Wood PLC, Oil, Gas & New Energies business, based onshore in Abu Dhabi, United Arab Emirates, supporting ADNOC Onshore operations.

Role Purpose
Supervise, technically review, coordinate and monitor all electrical pre-commissioning, commissioning, energization, start-up and handover activities performed by the EPC Contractor. Ensure electrical systems are commissioned safely, efficiently and in accordance with ADNOC requirements, project specifications, approved procedures, HSE requirements and applicable IEC/IEEE/NFPA standards. Act as the interface between ADNOC, EPC contractors, vendors, construction and Operations.
Key Responsibilities
Review and Approval
- Review and approve EPC Contractor's commissioning philosophy, procedures, method statements, ITPs, check sheets and test packages.
- Review commissioning schedules and ensure alignment with project milestones.
- Review electrical system readiness before energization.
- Review contractor test records and commissioning dossiers.
- Review and witness FAT/SAT where applicable and site testing.
Supervision and Monitoring
- Supervise and witness electrical pre-commissioning and commissioning activities.
- Monitor Mechanical Completion, Ready for Commissioning, system/subsystem completion and punch-list closure.
- Monitor EPC Contractor performance against approved commissioning plans.
- Monitor daily and weekly commissioning progress.
- Monitor and witness cable continuity and insulation resistance testing.
- Monitor and witness HV cable testing using VLF or other approved testing methods.
- Monitor and witness transformer testing.
- Monitor and witness switchgear testing.
- Monitor and witness contact resistance testing.
- Monitor and witness circuit breaker timing tests.
- Monitor and witness CT/PT testing.
- Monitor and witness protection relay testing and secondary injection.
- Monitor and witness functional and interlock testing.
- Monitor and witness trip/alarm verification.
- Monitor and witness motor rotation and no-load/load testing.
- Monitor and witness MCC functional testing.
- Monitor and witness VFD testing.
- Monitor and witness UPS/battery testing.
- Monitor and witness generator testing.
- Monitor and witness synchronization testing.
- Monitor and witness electrical load tests.
- Monitor and witness energization and restoration activities.
Commissioning Experience
Commissioning experience must cover HV/MV/LV switchgear and substations, 132 kV / 33 kV / 11 kV / 6.6 kV systems where applicable, GIS/AIS switchgear, power transformers, distribution transformers, MCCs and PCCs, motors and motor control systems, Variable Frequency Drives (VFDs), emergency generators, UPS and battery/charger systems, DC systems, protection and control systems, electrical metering, earthing and bonding systems, lightning protection systems, cathodic protection interfaces, lighting and small power, heat tracing electrical systems, and hazardous-area electrical installations.
Risk Management and Coordination
- Identify commissioning risks and provide recommendations for corrective action.
- Ensure proper PTW, LOTO, electrical isolation and energization procedures are implemented.
- Coordinate with ADNOC Operations, EPC Contractor, Construction, Engineering, vendors and other disciplines.
- Participate in commissioning coordination meetings.
- Coordinate interfaces between Electrical, Instrumentation, Mechanical, Process, Utilities and Operations.
- Review contractor manpower, tools, test equipment and specialist vendor requirements.
- Support troubleshooting of electrical commissioning problems.
- Escalate critical technical, safety and schedule issues to the PMC Commissioning Lead/Manager.
Documentation and Handover
- Ensure deficiencies are recorded, tracked and closed.
- Ensure completion and review of system/subsystem handover certificates.
- Ensure completion and review of energization certificates.
- Ensure completion and review of inspection and test records.
- Ensure completion and review of electrical commissioning check sheets.
- Ensure completion and review of test reports.
- Ensure completion and review of punch-list records.
- Ensure completion and review of as-built drawings.
- Ensure completion and review of vendor commissioning reports.
- Ensure completion and review of commissioning dossiers.
- Ensure completion and review of preservation records.
- Ensure completion and review of final turnover/handover packages.
Qualifications & Experience
- Bachelor's Degree in Electrical Engineering from a recognized university.
- Minimum 10 years of experience in a similar role in the oil and gas industry.
- Relevant electrical engineering/commissioning certification is advantageous.
- Strong knowledge of IEC, IEEE, NFPA and applicable ADNOC/project standards.
- Good understanding of hazardous-area electrical installations and oil & gas facilities.
Skills & Competencies
- Strong technical knowledge of electrical systems, commissioning procedures and testing methodologies.
- Ability to review and interpret technical documentation.
- Knowledge of PTW, LOTO, electrical isolation and energization procedures.
- Capability to coordinate across multiple disciplines and stakeholder groups.
- Problem-solving and troubleshooting skills.
