Plant Manager - (CCGT Power Plant)- Saudi National

Role Overview

Plant Manager for a 1,980 MW Combined Cycle Gas Turbine (CCGT) power plant (Taiba 2) operated by Al Jomaih Energy and Water Co. Ltd. (JENWA) in Saudi Arabia. The position reports directly to the O&M Board and is responsible for full operation and maintenance of the facility under a 25-year Power Purchase Agreement (PPA) with SPPC.

The Taiba 2 project is part of a consortium including JENWA, EDF, Ajlan & Bros., and Buhur for Investment Company, developing new gas-fired CCGT power plants on a build, own, and operate (BOO) basis. The Taiba 2 IPP comprises all facilities necessary for power generation with a total net capacity of 1,980 MW at Reference Site Conditions. Initial Commercial Operation Date (ICOD) is 31 May 2026, with Scheduled Project Commercial Operation Date (SCOD) of 31 May 2027.

Role Purpose

The Plant Manager ensures readiness, compliance, staff management, and performance reporting for the operation and maintenance of a 1,980 MW CCGT power plant. The role encompasses full operational leadership from design review and construction commissioning through long-term stable operation, ensuring the plant meets contractual obligations to SPPC and delivers reliable, profitable, and efficient performance throughout the 25-year PPA term.

Key Responsibilities

Design Review, Construction & Commissioning

• Support Owner throughout design review, construction, and commissioning periods.
• Ensure operational readiness before takeover from Owner and EPC contractor.

Staffing & Organization

• Lead staff mobilization, training, and ongoing support of O&M personnel.
• Establish plant policies and procedures.
• Delegate authority effectively across the organization.

Regulatory & Compliance

• Obtain all consents, permits, approvals, and licenses required for plant operation.
• Comply with accounting principles and maintain proper books and records in accordance with legal requirements.
• Lead and oversee operation and maintenance of the power plant adhering to HSE standards and the O&M Agreement.

Operations & Maintenance Management

• Implement Computerized Maintenance Management System (CMMS).
• Lead and oversee daily operation and maintenance activities.
• Maintain a safe working environment.
• Schedule and prioritize tasks effectively.

Supply Chain & Materials Management

• Search and select suppliers for plant needs.
• Order and manage inventory of materials and supplies.

Financial Management & Planning

• Develop and manage annual and long-term operating plans.
• Prepare budgets and conduct monthly analysis of O&M revenues and expenses.
• Identify required mitigations for cost variances.
• Identify opportunities to enhance revenues and profit margins.

Performance & Risk Management

• Ensure reliability, profitability, and operational efficiency of the plant.
• Manage contracts and compliance obligations.
• Execute risk management protocols.
• Provide monthly and annual reports on plant performance, incidents, failures, and general operation and maintenance activities.
• Report accurately and timely to the Board and Owner.

Stakeholder Management

• Develop and nurture strategic relationships with key stakeholders including lenders, contract counterparties, insurers, partners, suppliers, OEM companies, and regulatory and government authorities.
• Establish and maintain community relations.
• Maintain regular communication with the Board and Owner.

Qualifications & Experience

• Bachelor's Degree in Mechanical or Electrical discipline or equivalent.
• Minimum 20 years of total professional experience.
• 15 or more years of O&M experience in Combined Cycle Power Plants.
• 10 or more years in senior management roles.
• Experience in Gas Turbine LTSA/LTPA/Co-ordination Agreements management.
• Experience in Project Agreements Administration including PPA, O&M Agreement, Site lease, Interconnection, and related contractual instruments.

Additional Information

• This position requires Saudi National status.
• The role is contingent upon project commercial operation milestones, with ICOD on 31 May 2026 and SCOD on 31 May 2027.
