Planning Engineer

Role Overview

Planning Engineer position with Egis Group at Waagner Biro Bridge Services in Dubai, UAE. The role manages large-scale Etihad Rail Project planning, primarily for Bridges and Infrastructure Construction Projects.

Role Purpose

The Planning Engineer is responsible for managing project schedules, tracking progress, coordinating with stakeholders, and ensuring timely delivery of large-scale bridge and infrastructure construction projects in compliance with client and authority requirements.

Key Responsibilities

Schedule Development & Management

• Develop, update, and monitor detailed project schedules using Primavera P6 and MS Project, covering all construction phases from mobilization to handover.
• Prepare cost-loaded programs, resource-loaded programs, and baseline programmes.
• Analyze critical path, float, and resource allocation to optimize project timelines.
• Prepare look-ahead programs, revised programs, and monthly program updates.

Progress Tracking & Reporting

• Conduct regular site visits to verify actual progress against planned timelines in UAE.
• Prepare progress reports, S-curves, and productivity analysis.
• Prepare KPIs and performance reports.
• Participate in project progress meetings and provide presentation updates to management and client representatives.
• Maintain and update project documentation, schedules, and reports in coordination with document control.

Risk Management & Mitigation

• Identify major risks along with action plans in line with management directions.
• Prepare mitigation plans and recovery plans in case of delays.
• Prepare crushed plans as required.
• Conduct delay analysis including Time Impact Analysis and Window Analysis.

Stakeholder Coordination

• Coordinate with site engineers, procurement, and subcontractors to ensure alignment with the baseline schedule.
• Coordinate with clients, consultants, subcontractors, and project management teams.
• Participate in contractual correspondence.
• Integrate project milestones and deliverables with Authorities NOC approvals, traffic diversion programs, and authority permits.

Planning & Controls

• Develop full planning skills in preparation of Change Logs and EOTs.
• Ensure compliance with project planning guidelines and coordinate closely with project control teams.
• Apply progress measurement and earned value management.

Qualifications & Experience

• Bachelor's degree in Civil Engineering or Construction Management.
• Minimum 7 years of experience in engineering discipline.
• Minimum 5 years in the proposed Planning Engineer role on similar projects of similar size and complexity in UAE.
• Involvement in at least 2 projects within the Emirates of Dubai in the last 5 years.
• 5–7+ years of planning and project controls experience in construction.
• Proven experience with Etihad Rail projects and RTA projects.
• Must have experience in Bridges and Infrastructure construction projects.
• Proven experience working with similar projects, familiar with their procedures, submittals, and reporting formats.

Skills & Competencies

Technical Skills

• Advanced knowledge of Primavera P6.
• Advanced knowledge of MS Office Suite.
• MS Project as additional skill.
• Strong understanding of construction methodologies, sequencing, and project workflows.

Infrastructure & Bridges Construction Expertise

• Infrastructure and Bridges construction methodology including piling works, pile caps work, steel structure work, deck slab work, bearing works, and heavy lifting operations.
• Understanding of temporary works and structure logistics.

Contractual & Commercial

• FIDIC Contracts knowledge.
• Claims experience.

Professional Skills

• Excellent analytical, organizational, and communication skills.
• Ability to work under pressure and meet tight deadlines.
• Good English language skills.
• Strong working knowledge of Dubai Authorities procedures and standards.

Additional Information

• PMP certification (preferred).
• Primavera P6 Professional Certification (preferred).
• Experience in UAE projects, particularly with RTA, Etihad Rail, or similar clients (preferred).
