Role Purpose

The Planning Engineer is responsible for preparing project schedules and reports, managing mitigation and revised schedules, tracking progress, coordinating with stakeholders, and ensuring timely delivery in compliance with client and authority requirements.

Key Responsibilities

Schedule Development and Management

• Develop, update, and monitor detailed project schedules using Primavera P6 and MS Project, covering all construction phases from mobilization to handover.
• Prepare cost-loaded programs, resource-loaded programs, change logs, KPIs, and Extensions of Time (EOTs).
• Prepare look-ahead programs, progress reports, mitigation plans, crushed plans, and recovery plans in case of delays.
• Analyze critical path, float, and resource allocation to optimize project timelines.
• Maintain and update project documentation, schedules, and reports in coordination with document control.

Coordination and Stakeholder Management

• Coordinate with site engineers, procurement, and subcontractors to ensure alignment with the baseline schedule.
• Identify major risks and develop action plans in line with management directions.
• Participate in project progress meetings and provide presentation updates to management and client representatives.
• Coordinate closely with project control teams.
• Coordinate with clients, consultants, subcontractors, and project management teams.

Authority and Compliance Integration

• Integrate project milestones and deliverables with Authorities NOCs approval processes, traffic diversion programs, and authority permits.
• Ensure compliance with project planning guidelines.
• Ensure compliance with strong working knowledge of Authorities procedures and standards, mainly in Dubai.

Progress Monitoring and Verification

• Conduct regular site visits to verify actual progress against planned timelines in UAE.
• Prepare planning reports, S-curves, productivity analysis, and KPIs.
• Track progress and measure performance against schedules.

Analysis and Reporting

• Possess good knowledge and experience in delay analysis, including Time Impact Analysis and Window Analysis.
• Maintain good knowledge of contractual correspondence.
• Understand progress measurement and earned value management.

Qualifications & Experience

Education and Core Experience

• Bachelor's degree in engineering or civil engineering.
• Minimum 3 years of experience in their discipline with at least 2 years acting in the proposed role on similar projects of similar size and complexity in the UAE.
• Must have been involved in at least 2 projects within the Emirates of Dubai in the last 3 years.
• 3–5+ years of planning and project controls experience in construction.

Project Experience

• Proven experience in Maintenance, Roads, and Infrastructure Construction Projects.
• Proven experience with similar projects in UAE, familiar with their procedures, submittals, and reporting formats.
• Experience preparing and managing baseline programmes, recovery programmes, revised programmes, weekly and monthly programme updates, and resource and cost-loaded schedules.

Infrastructure and Technical Knowledge

• Strong understanding of construction methodologies, sequencing, and project workflows.
• Infrastructure and Roads construction methodology, including earthworks, utilities installation (stormwater, sewer, water supply, and telecommunications), pavement construction, asphalt and concrete works, traffic management, drainage systems, repairing works for bridge and structural elements, road safety requirements, and construction sequencing.
• Understanding of heavy lifting operations.
• Understanding of temporary works and structure logistics.

Contractual Knowledge

• Knowledge of FIDIC Contracts.
• Knowledge of claims and contractual correspondence.

Skills & Competencies

Technical Systems and Tools

• Advanced knowledge of Primavera P6 (must-have skill).
• Advanced knowledge of MS Project (additional skill).
• Advanced knowledge of MS Office Suite.

Soft Skills

• Excellent analytical, organizational, and communication skills.
• Ability to work under pressure and meet tight deadlines.
• Must have good English language skills.

Additional Information

Preferred Qualifications

• PMP certification (preferred).
• Primavera P6 Professional Certification (preferred).
• Experience in UAE projects, particularly with RTA, DM, or similar clients (preferred).
