Package Manager

Role Overview

Package Manager at El Seif Engineering Contracting. This full-time position is based on-site, coordinating all contractual designs, shop drawings, material submittals, and approvals for assigned packages.

Role Purpose

Coordinate and liaise with specialized subcontractors, company departments, and clients on all issues related to contractual designs, shop drawings, material submittals, and approvals for each assigned package. Manage packages from start to completion, ensuring seamless integration across design, procurement, manufacture, delivery, construction, installation, commissioning, and handover.

Key Responsibilities

Package Coordination & Liaison

• Liaise with each package subcontractor to ensure alignment with project schedule, material submittals, and shop drawings.
• Ensure that each package subcontractor is fully aware of their scope of works and contractual obligations.
• Interface and coordinate with all other package managers.
• Manage the full package from start to completion.

Design & Submittals Management

• Receive, review, coordinate, track, and process RFIs.
• Coordinate with each package subcontractor the submission of RFIs related to method statements, material submittals, and shop drawings.
• Conduct necessary field investigations and provide field inspections.
• Prepare concise and distribute timely associated reports.
• Responsible for close follow-up to obtain approvals on all material submittals, samples submittals, shop drawings, and mock-ups related to each package.
• Prepare all logs and reports related to submittal approvals.
• Work with design engineers, quantity surveyors, and procurement expeditors to ensure seamless integration and transition from design completion through tender selection, manufacture, off-site testing, delivery, construction, installation, inactive commissioning, and handover.

On-Site Oversight & Compliance

• Perform on-site oversight of civil design and installation by the general contractor.
• Monitor works to ensure compliance with agreed systems of work.
• Undertake an assessment of all risks relating to Quality, Health, Safety, and Environment (QHSE) of the Works, fulfilling requisite information security requirements.
• Ensure that all statutory inspections are carried out.
• Take reasonable care of own health and safety and that of others in the workplace.
• Follow and maintain Company standards of Quality in accordance with Company Quality System.

Change Management & Cost Control

• Prepare change order packages including preparing an independent estimate with final recommendations.
• Coordinate with Engineering and Procurements departments for all discrepancies, modifications, and changes.

Supply Chain & Subcontractor Management

• Undertake regular reviews of supply chain and subcontractors' methods of work to ensure they remain suitable for the task.
• Follow up closely with the package subcontractor on the closure of all related NCRs.

Program & Schedule Management

• Work with Project Controls Engineers to ensure that a robust, fully resourced, and risked Program is produced for the delivery of Packages or Sub-Projects.
• Monitor, review, and report the Packages or Sub-Projects requirements and achievements.
• Use all recording tools and data to keep an accurate position of the project program.

Quality & Inspection

• Undertake an assessment of all risks relating to Quality, Health, Safety, and Environment (QHSE) of the Works.

Training & Team Development

• Identify any training needs for the project teams and ensure a plan is provided.

Team Leadership

• Manage his team and monitor their progress closely.
• Manage and conduct the affairs of the team with the highest standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Support the development of KSA national employees across the function to support corporate objectives, Saudization targets, and knowledge dissemination culture.
• Ensure compliance with Code of Ethics policy and adopt company values across all function employees.
• Provide leadership to reinforce a strong people culture and ethical business practices.

Organizational & Systems Management

• Provide inputs to Human Resources on succession planning, employee career growth, and organizational structure.
• Manage the adoption and utilization of systems and ERP in the function.
• Represent the organization and enhance relationships in dealings with clients, consultants, and regulatory authorities to ensure all agreements are implemented.

Qualifications & Experience

• Bachelor of Science (B.Sc.) in Civil Engineering, Science, or relevant degree related to project management and/or construction.
• 8 years of experience in construction and project management, of which at least 4 years in a construction managerial position.
• NEBOSH or OSHA certification is mandatory.
• Good knowledge in Construction Management, QA/QC Management, and Contractual Management.
• Demonstrated high level of knowledge in civil construction management along with project management skills.

Skills & Competencies

• Technical competence with disciplines of civil and architect works in the construction industry environment.
• Proficiency in written and spoken English; Arabic is a plus.
• Proficient in MS Office Suites.
• Strong interpersonal and problem-solving abilities.
• Excellent communication and organization skills.
• Highly skilled in team management and able to work cohesively as part of the wider organization.
• Highly responsible and reliable with exceptional attention to detail.
• Proven ability to handle multiple complex projects with a focus on results.
