Role Purpose

To support offshore construction execution by coordinating interdepartmental activities, managing project documentation and materials, liaising with clients and third-party agencies, and ensuring compliance with safety and quality standards throughout the project lifecycle.

Key Responsibilities

Mobilization & Planning

• Review and execute mobilization plans.
• Prepare mobilization plans and attend mobilization meetings.
• Coordinate with OPE, Barge Superintendents, and Field Engineers to ensure mobilization is thorough and complete.

Project Documentation & Coordination

• Compile project documentation.
• Compile and issue work packages.
• Ensure completion of all project field documentation.
• Coordinate activities between departments and other groups.
• Coordinate with all departments within the company for all offshore-related scope of the project.

Materials & Expediting

• Manage material control and expediting.
• Assist Offshore Construction Manager (OCM) in preparing requirements and technical evaluation of offshore materials.
• Expedite delivery, receipt at stores, and approval of Material Receipt Voucher (MRV) for these materials.

Stakeholder Liaison & Reporting

• Manage client and sub-contractor liaison.
• Assist OCM in liaising with third-party agencies on offshore execution-related issues.
• Liaise with marine warranty surveyors on all issues related to marine and construction aspects of the work, including document review, approval, attendance during load-out, towing, and offshore installation.
• Assist OCM in providing input for weekly and monthly reports.
• Attend meetings with client.
• Attend weekly meetings with Offshore Operations Director (OOD) and OCM to discuss progress and areas of concern.

Safety, Quality & Compliance

• Ensure compliance in accordance with Health, Safety and Environment (HSE) Standards.
• Ensure implementation of the project safety plan and the company Health, Safety and Environmental Management System (HSEMS).
• Ensure and enhance quality of the work.

Engineering & Technical Support

• Execute specialized activities.
• Assist senior engineers, Project Manager, and Section Head.
• Coordinate with Engineering Department.
• Initiate variation orders and claims related to offshore work.
• Compile technical input (procedures and engineering documents) and assist Construction Manager (CM) in assigning offshore durations.

Team Development

• Train and oversee junior engineers.

Qualifications & Experience

• Bachelor of Science degree in Engineering.
• Five years' experience in offshore construction.
• English language proficiency.
