Officer - MPL Policies & Regulations

Role Overview

Officer - MPL Policies & Regulations at flydubai. This role ensures regulatory compliance, governance, oversight, and coordination of the Multi-Crew Pilot License (MPL) program in accordance with GCAA regulations, approved training manuals, operator requirements, and applicable international aviation standards, while supporting the development, implementation, monitoring, and continuous improvement of MPL training compliance and regulatory activities.

Role Purpose

To maintain regulatory compliance and governance of the MPL program, coordinate with internal and external stakeholders, manage regulatory documentation and audit readiness, and support continuous improvement of training compliance and regulatory activities across all MPL operations.

Key Responsibilities

Regulatory Compliance & Oversight

• Ensure MPL program compliance with GCAA CAR-FCL, CAR-OPS, and IOSA requirements and approved training frameworks.
• Monitor regulatory updates and assess operational impact on MPL training, manuals, procedures, and approvals.
• Maintain regulatory compliance tracking for MPL program activities, records, approvals, deviations, and corrective actions.

Documentation & Approvals

• Coordinate preparation and submission of regulatory documentation, approvals, exemptions, and revisions related to MPL operations and training.
• Maintain MPL training manuals, policies, procedures, syllabi, and associated controlled documentation.

Audit & Inspection Support

• Support regulatory audits, inspections, and authority reviews related to MPL activities by coordinating evidence, responses, and required follow-up actions.
• Track audit findings, observations, corrective action plans, and closure status for MPL-related compliance activities.

Training & Competency Management

• Ensure training records, instructor qualifications, assessments, and competency documentation remain compliant and audit ready.
• Monitor validity and alignment of simulator approvals, training devices, courseware, and training standards.
• Support implementation and governance of competency-based training and assessment methodologies.

Stakeholder Coordination

• Act as focal point between Flight Operations Training, Safety, Compliance Monitoring, Quality Assurance, and regulatory authorities on MPL-related matters.
• Coordinate with internal departments and external training providers to ensure compliance alignment and timely resolution of findings.

Reporting & Governance

• Support management reviews, governance meetings, and compliance reporting related to MPL program performance.
• Prepare regulatory reports, compliance dashboards, KPI tracking, and management summaries to support visibility of approvals, instructor currency, trainee progression, authority correspondence, trends, and potential compliance risks.
• Support safety investigations, occurrence reviews, and risk assessments impacting MPL training operations.

Qualifications & Experience

• Bachelor's Degree with 3 or more years of experience.
• Minimum 1 year experience in corporate environment.
• 3 to 5 years of experience with relevant qualifications.
• Fluent in English.

Additional Information

• Reads and complies with the Company's ISR (Information Security Requirements) policies and diligently reports any weakness or incidents to the respective Line Manager or the Information Security team.
• Completes all required ISR awareness sessions and follows associated guidelines in day-to-day business operations.
