Role Purpose
Lead the preparation and delivery of accurate pre-contract cost estimates, Bills of Quantities, and procurement strategies for large-scale infrastructure and civil engineering projects, applying CESSM and industry-standard estimating practices while collaborating with multidisciplinary teams to align design intent with cost objectives.
Key Responsibilities
Cost Planning & Estimating
- Lead the preparation of pre-contract cost estimates, cost plans, and benchmarking for large-scale infrastructure projects.
- Develop and manage Bills of Quantities (BoQs) and pre-tender estimates using CESSM and other industry standards.
- Prepare and review tender documentation, including pricing schedules and contract conditions.
Procurement Strategy
- Support the development of procurement strategies, including packaging, tendering, and contract formation.
- Conduct market analysis and engage with supply chain to inform cost data and procurement planning.
Stakeholder Management
- Collaborate with multidisciplinary teams to ensure alignment between design intent and cost objectives.
- Attend and represent the organization at commercial meetings.
Risk & Value Management
- Assist in risk and value management and cost control functions.
- Assist in identifying, analysing and developing responses to commercial risks.
Qualifications & Experience
- Minimum 8 years of relevant experience in quantity surveying and cost estimating.
- Minimum 3 years of experience in the Middle East.
- Bachelor's degree in engineering or related discipline.
- Strong background in pre-contract quantity surveying for infrastructure and civil engineering projects including masterplanning.
- Preference for major international events experience (e.g. expos, sports events, cultural festivals).
Skills & Competencies
- Expertise in CESSM and industry-standard estimating practices.
- Ability to deliver accurate cost estimates, risk assessments, and value engineering.
- Strong interpersonal, communication and presentation skills.
- Proven technical writing ability and English language skills.
- Ability to work in a fast-paced, client-facing environment.
