Manager - Technology Procurement

Role Overview

Manager - Technology Procurement at Qiddiya Investment Company. The role leads end-to-end technology procurement across assigned portfolios in a large-scale organization.

Role Purpose

Lead comprehensive technology procurement activities covering sourcing strategy, tendering, negotiations, contract award, supplier management, governance, risk mitigation, and value optimization across assigned portfolios.

Key Responsibilities

Procurement Process Management

• Lead RFI, RFQ, RFP, ITB and direct-award procurement processes.
• Manage procurement from demand planning through contract award and supplier onboarding.
• Monitor procurement schedules and Tender Event Schedules.

Sourcing & Strategy

• Develop and execute sourcing strategies aligned with business and category requirements.
• Drive cost optimization and commercial value.

Evaluation & Negotiation

• Lead technical and commercial evaluations, tender clarifications, BAFOs and negotiations.
• Manage amendments, renewals, extensions, change requests and claims support.

Supplier & Stakeholder Management

• Manage supplier performance, disputes and operational escalations.
• Manage suppliers, stakeholders, and cross-functional procurement initiatives.

Governance & Review

• Review sourcing strategies, tender documentation, evaluations and governance submissions.

Qualifications & Experience

• 5+ years of experience in procurement, sourcing, contracts, or supply chain management.
• Proven experience managing complex technology procurement and strategic sourcing.
• Experience leading competitive tendering processes and contract negotiations.
• Experience within large-scale organizations, giga-projects, government entities, or highly regulated environments is preferred.
