Manager, Project Engineering

Role Overview

Manager, Project Engineering at ADNOC. This role manages assigned projects across engineering activities, ensuring timely completion within budget while meeting quality and HSE standards, and reviewing and providing feedback on project documents.

Role Purpose

To manage the assigned project through all engineering stages, coordinating with internal divisions and external stakeholders to ensure compliance with company strategies, commitments and goals, and deliver safe, quality outcomes on schedule and budget.

Key Responsibilities

Project Management & Coordination

• Manage the engineering team through all project stages in coordination with other company entities and divisions.
• Participate in development of tender documents and provide professional expertise in selection of Engineering Consultants, PMC and Contractors.
• Participate, coordinate and assist in development of detailed statement of requirements (SOR) and strategy for implementation of various project phases.
• Ensure proper coordination between the Project Management Team, end user, Engineer/Contractor and other agencies involved in the project.
• Coordinate and monitor progress of work performed by licensors, engineering and EPC contractors.
• Identify bottlenecks and recommend corrective action to ensure smooth and timely completion of each project.

Engineering & Technical Delivery

• Participate in pre-qualification and bid evaluation of contractors with emphasis on technical objectives, safety and quality requirements, budget and schedule.
• Ensure contractors' strategy, plans, specifications, subcontracting strategy, methods and procedures for construction are in accordance with scope of work and specifications.
• Apply cost-effective and value-adding solutions throughout the assigned project.
• Ensure best industry practice and state-of-the-art technology is applied in selection of equipment, material, systems, work methods and testing.
• Review contractors' pre-commissioning and commissioning procedures and plans.
• Supervise pre-commissioning and commissioning activities ensuring effective coordination of work by assigned multi-disciplinary teams.

Quality, HSE & Compliance

• Ensure company policies for engineering, safety (HSE) and quality are addressed and implemented in coordination with HSE division, PMC and Contractors.
• Comply with ADNOC Onshore/ADNOC HSE procedure requirements.
• Report all incidents and occupational illness to line supervisor.
• Consult line supervisor immediately if aware of any unsafe practice or condition or in doubt about safety of any situation.
• Carry out emergency responsibilities in line with respective roles as per emergency organization.
• Monitor and review contractor documentation and mediate and resolve conflicting comments.

Supervision & Team Development

• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop assigned staff on relevant skills to enable proficiency and delivery of section objectives.

Budget & Financial Management

• Provide input for preparation of Section/Department budgets.
• Assist in implementation of approved budget and work plans to deliver section objectives.
• Investigate and highlight significant variances to support effective performance and cost control.

Policies, Systems & Procedures

• Implement approved Section/Department policies, processes, systems, standards and procedures in line with company and international standards.

Performance & Continuous Improvement

• Contribute to achievement of approved Performance Objectives for the Section/Department in line with company Performance framework.
• Design and implement new tools and techniques to improve quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards.

Reporting

• Provide inputs to prepare Section MIS and progress reports for company management.

Qualifications & Experience

• Bachelor degree in Mechanical, Electrical, Instrument and Control Engineering.
• Minimum 8 years of similar experience.
• At least 4 years in a relevant senior supervisory role.
• Experience managing engineering multi-disciplinary functions for design of assets/facilities.
• Exposure to preparation of Front End Engineering and Design packages within the Oil & Gas industry.
