Role Purpose

The Manager serves as the primary point of contact for client day-to-day operations and as the Company's strategic Subject Matter Expert for OCTG Vendor Managed Inventory services. The role is accountable for overall Profit & Loss performance, Health, Safety & Environment compliance, operational excellence, and successful delivery of all OCTG activities under the assigned portfolio, while developing and executing business strategies, fostering client relationships, and ensuring efficient execution of services and projects.

Key Responsibilities

Technical Knowledge & Field Service

• Possess comprehensive knowledge of industry standards including API 5CT, API 5CRA, API 5B1, API 5C1, API 5A5, and others.
• Provide technical expertise and support to the OCTG team in the execution of projects.
• Ensure all OCTG operations comply with ADNOC standards and industry regulations.
• Provide technical leadership and subject matter expertise in OCTG field services, including connection technology, running procedures, casing and tubing design, material selection, and operational best practices.
• Ensure the safe, efficient, and compliant execution of OCTG field operations in accordance with API standards, ADNOC requirements, customer specifications, and industry best practices.
• Develop, implement, and continuously improve field service procedures, technical standards, and quality assurance processes to enhance operational performance and asset integrity.
• Lead technical troubleshooting, risk assessment, and operational support activities to optimize construction and tubular performance.
• Drive a culture of HSE excellence, operational discipline, and continuous improvement across all OCTG field service operations.

Demand Planning & Resource Allocation

• Lead demand forecasting, capacity planning, and resource allocation activities to support OCTG operations and meet customer requirements.
• Develop operational plans and budgets that optimize inventory, manpower, and equipment utilization while aligning with ADNOC L&S strategic and financial objectives.
• Ensure effective coordination with customers and stakeholders to maintain service continuity, operational efficiency, and contractual performance.

Manufacturing & Technical Assurance

• Maintain a comprehensive understanding of OCTG manufacturing processes, including threading, connection technologies, inspection, testing, and product certification requirements.
• Provide technical oversight and assurance to ensure OEMs, mills, and technical partners comply with API standards, customer specifications, and contractual quality requirements.
• Review and validate manufacturing, inspection, and testing documentation to ensure product integrity, traceability, and conformity prior to deployment.
• Collaborate with manufacturers, technical partners, and customers to resolve technical issues, manage product quality risks, and optimize operational performance across the OCTG supply chain.
• Identify and drive improvements in quality assurance, inspection, and supply chain processes to enhance efficiency, reliability, and customer satisfaction.

Supply Chain Management

• Oversee OCTG supply chain and warehouse operations, including inventory control, traceability, inspections, TPI activities, dispatches, returns, repairs, and yard management.
• Ensure compliance with API standards, ADNOC requirements, and contractual obligations while maintaining inventory integrity and operational efficiency.
• Lead cross-functional teams and service partners to deliver safe, timely, and cost-effective execution of OCTG projects and services.
• Supervise the dispatch from the mill to the yard, including invoicing, Goods Received Note documentation, and delivery documentation.
• Establish and maintain robust relationships with key stakeholders, including clients, suppliers, and partners.
• Oversee the OCTG-VMI end-to-end supply chain, from production and international shipping to inventory management, rig dispatching, and return operations.

Quality Management & Operational Excellence

• Comply with API, ADNOC, and inspection/testing standards for casing and tubing.
• Develop and monitor KPIs for OCTG operations.
• Develop and maintain a QMS per APIQ2.
• Develop and oversee the creation of operational plans, budgets, and resource allocation in alignment with ADNOC Logistics and Services' goals.
• Lead cross-functional teams to optimize resource utilization and ensure timely project delivery.
• Ensure all OCTG projects meet the quality, safety, and compliance standards as outlined by ADNOC and relevant regulatory bodies.
• Develop and implement best practices for efficient and quality OCTG operations.
• Recommend improvements in internal processes to enhance efficiency and quality in line with API standards.
• Manage all operations, inventory, HSEQ, and field supervision services.

Budget & Financial Management

• Lead the development and execution of annual budgets, business plans, and financial forecasts for OCTG operations.
• Manage revenue, costs, and profitability to achieve approved P&L targets while ensuring effective allocation of resources.
• Monitor financial performance, analyze budget variances, and implement corrective actions to support operational and commercial objectives.
• Ensure accurate financial reporting and compliance with corporate governance, contractual, and audit requirements.

Client Relationship Management

• Build and maintain relationships with key stakeholders, including clients, suppliers, and partners.
• Serve as the primary technical contact for clients, addressing their needs and ensuring satisfaction.
• Conduct regular performance review meetings with clients to discuss project progress and address any issues.
• Establish and implement a strategic framework for OCTG-VMI Supply Chain and Demand Planning Process, encompassing forecasting, budget allocation, and safety stock policy.

Performance Management & Leadership

• Develop and share OCTG VMI KPIs within the department.
• Establish monitoring to achieve objectives and foster a performance-driven culture.
• Ensure performance goals are met and promote continuous improvement.
• Help the commercial unit secure a new OCTG-VMI contract.
• Lead the OCTG VMI team with strategic direction, fostering high performance.
• Promote continuous improvement and industry best practices.
• Develop team skills through coaching, mentoring, and professional growth initiatives.
• Support Personal Development Plans, Succession Planning, and Talent pipelines, focusing on Emiratization targets.
• Provide mentorship and technical training to enhance team expertise.

Qualifications & Experience

• Bachelor's degree in supply chain management, engineering, business administration, or a related field.
• MBA or relevant graduate degree preferred.
• 10+ years in oil and gas, ideally in OCTG VMI or O&G drilling supply chain.
• Successful management of OCTG VMI projects.
• In-depth knowledge of OCTG market and client needs.

Skills & Competencies

• Proficient in English.
• API Q2 Certification/Training.
• ISO 9001 Lead Auditor Certification/Training considered a plus.
