Manager, Environmental Management

Role Overview

Manager, Environmental Management at OQ, located in Oman – Muscat. Reports to the Head of HSE Support and leads a team of 3 direct reports: Lead Environment, Sr. Engineer Environment, and Engineer Environment.

Role Purpose

Manage environmental strategy, governance, compliance and performance across Operated Assets and projects, supporting the Company's growth aspiration and translating legal, regulatory and corporate requirements into effective environmental standards, processes and controls. Enable the Company's sustainability, decarbonization and net zero targets by driving pollution prevention, resource efficiency, regulatory compliance and continual improvement throughout the asset and project lifecycle.

Key Responsibilities

Strategy, Governance & Growth Alignment

• Lead and manage the environmental strategy, annual plan, priorities, budget, resources and performance targets across Operated Assets and projects, including offshore, onshore and international growth.
• Translate environmental legislation, permit requirements, corporate standards and recognised international practices into effective policies, procedures and operational controls.
• Govern the environmental elements of the HSE Integrated Management System and ensure alignment with ISO 14001.
• Oversee environmental due diligence and liability assessments for new ventures, acquisitions, divestments and asset-transfer activities.

Regulatory & Stakeholder Leadership

• Advise the Head of HSE Support, asset leadership and project management on significant environmental risks, compliance matters and required management decisions.
• Review and endorse environmental submissions, permit applications, technical studies and regulatory reports within delegated authority.
• Maintain oversight of permits, licence conditions and compliance obligations.
• Manage and support strategic engagement with regulatory authorities, lenders, joint venture partners, industry bodies and other stakeholders on environmental management, compliance and sustainability matters.
• Ensure compliance with lender environmental requirements, IFC Performance Standards, Equator Principles and other applicable international commitments.

Decarbonization & Net Zero Integration

• Lead environmental sustainability, emissions reduction, decarbonization and climate-related environmental initiatives, including greenhouse gas monitoring, reporting and performance improvement programs, directly supporting the Company's decarbonization roadmap and net zero targets.
• Provide environmental input to sustainability disclosures, corporate reports, emissions inventories and other approved external reporting requirements.
• Establish environmental KPIs, reporting standards and performance expectations and present material risks, trends and improvement priorities to management.

Team Leadership & Capability

• Lead the Environmental Management team, allocate responsibilities and hold team members accountable for agreed objectives, technical quality and timely delivery.
• Develop team competence, professional capability, knowledge transfer, succession and Omanisation plans.
• Promote environmental awareness, accountability and consistent application of environmental requirements among employees and contractors.

Assurance & Risk Oversight

• Govern environmental impact assessments, baseline studies, environmental risk assessments and other technical studies for operations, projects and facility modifications.
• Ensure environmental risks and controls are addressed throughout project development, including concept selection, FEED, detailed design, construction, commissioning, start-up and handover.
• Coordinate environmental audits, inspections, compliance evaluations and management-assurance reviews and monitor findings through effective closure.
• Ensure environmental emergency-response and spill-contingency arrangements are established, tested and aligned with operational and regulatory requirements.
• Provide environmental assurance for operational changes, shutdowns, decommissioning, site restoration, remediation and other significant activities.

General Responsibilities

• Perform other similar duties and responsibilities consistent with the purpose, accountability and seniority of the role, as assigned by the Head of Sustainability.

Qualifications & Experience

• Bachelor's degree in Environmental Engineering, Environmental Science, Chemical Engineering, Process Engineering or an equivalent relevant discipline.
• Minimum 8+ years of relevant post-qualification experience, including formal leadership responsibility in environmental engineering, environmental management or industrial environmental compliance, preferably in the oil and gas sector.
• Experience managing environmental professionals, technical priorities, budgets, consultants and specialist service providers.
• Experience in environmental impact assessments, permitting, regulatory compliance and environmental monitoring.
• Experience managing emissions, effluent, waste, spills, contamination, remediation and pollution-prevention controls.
• Experience reviewing environmental requirements across design, construction, commissioning, operations, decommissioning and site restoration.
• Experience developing, implementing and improving environmental management systems aligned with ISO 14001.
• Knowledge of applicable Omani environmental legislation and recognised international environmental standards and practices.
• Experience engaging with regulators, senior leadership, Operated Assets, projects, consultants and cross-functional stakeholders.
• A relevant postgraduate degree or professional qualification such as ISO 14001 Lead Auditor, Certified Environmental Professional, NEBOSH Environmental Diploma or an equivalent recognised environmental qualification is advantageous.

Additional Information

• The role is predominantly office-based but requires periodic travel to Operated Assets, project sites, contractor facilities, monitoring locations and regulatory meetings.
• Site access and driving activities are subject to applicable medical, security, driver-authorisation and HSE requirements.
• Budget control includes OPEX and/or CAPEX and/or Revenue as relevant.
• Key internal interactions include the Head of HSE Support, asset HSE teams, Operations, Projects, Wells, Engineering, Maintenance, Security, Medical, Legal, Sustainability, Enterprise Risk Management, Internal Audit, Finance, Contracts & Procurement, Corporate Planning, Digital & IT, Data Management, and Communications.
• Key external interactions include environmental and regulatory authorities, environmental consultants, accredited laboratories, auditors, certification bodies, waste-management and remediation companies, contractors, specialist monitoring providers, industry organisations and other approved external stakeholders.
