MANAGER - CONSTRUCTION (C&A)

Role Overview

Manager - Construction (C&A) at El Seif Engineering Contracting. This is a full-time position overseeing all site activities and progress to provide technical advice, supervise staff, manpower and subcontractors on-site, and ensure packages are completed on time and within budget while meeting company and client requirements.

Role Purpose

Oversee all site activities and packages to deliver technical supervision, ensure timely and budget-compliant completion of work, meet company and client requirements, and support the development of national employees while maintaining the highest standards of safety, quality, and ethical business practices.

Key Responsibilities

Team Leadership & Development

• Support the development of KSA national employees across the team to support corporate objectives, Saudization targets, and the knowledge dissemination culture.
• Maximize internal capabilities and optimize employee performance.
• Provide inputs to Human Resources on succession planning, employee career growth, and organizational structure.
• Manage and conduct the affairs of the team with the highest standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Ensure compliance with Code of Ethics policy and adoption of company values across all function employees.
• Provide leadership to reinforce a strong people culture and ethical business practices.

• Monitor labor productivity by liaising with HR and management teams to mobilize needed resources in a timely manner.
• Monitor labor availability and measure trade productivity to support project execution within budget and schedule.

Systems & Operations Management

• Manage the adoption and utilization of systems and ERP in the function.
• Oversee day-to-day responsibilities of the site team in accordance with project business plans within the company's policies and procedures.
• Meet the approved budget.
• Supervise related equipment operations at site and manage effective utilization.
• Establish good communications with other Project departments.

Project Planning & Execution

• Assist the Project Manager with producing BoQs and provide required support to ensure timely approvals.
• Assist the Project Manager in developing project work plan, assign work activities, monitor workflow, and direct activities to serve project goals and plans.
• Develop, implement, and monitor project plans and project controls mechanisms.
• Monitor progress versus plan and make recommendations on changes to project specifications, budgets, and schedules to the Project Director.
• Highlight possible risks with mitigation plans.
• Work with suppliers and subcontractors to establish detailed project plans identifying key milestones and deliverables.

Financial & Administrative Control

• Monitor project execution items and report unbudgeted ones.
• Issue variation orders for any change in the scope of works that could result from design or shop drawings by the consultant or instructions from the client.
• Regularly report the operational and financial status of the site zones to the Project Manager.
• Prepare and present monthly site summary reports for the Project Manager.
• Follow up on delivery and close out of site works in accordance with contractual arrangements and agreed financial and commercial objectives.

Quality, Safety & Compliance

• Promote and maintain health and safety, including site inspections to ensure safety rules are being followed.
• Ensure the implementation of the approved shop drawings as per the set specifications and standards.
• Prepare all Inspection Requests and follow up with Consultant's engineers on all approvals of the works.
• Ensure the implementation of the company QHSE plans on site.
• Provide comments and recommendations for the Engineering function to generate shop drawings.

Client & Stakeholder Management

• Liaise with project management to obtain approval from consultant for design, shop drawings, and material submittals.
• Support the development and maintenance of a constructive relationship with clients.

Qualifications & Experience

• B.Sc. in Civil Engineering.
• 10 years of experience in construction and project management, of which at least 4 years in a Construction managerial position.
• Well-experienced in implementing Statutory, Legal, and Company Policies and Procedures.
• Advanced training courses in Project Management is a plus.
• Good knowledge in Construction Management, QA/QC Management, and Contractual Management.
• Demonstrate high level of knowledge in civil construction management along with project management skills.
