Lead Testing & Commissioning Engineer

Role Overview

Lead Testing & Commissioning Engineer at Hitachi Energy Systems LLC, Abu Dhabi, United Arab Emirates. Full-time position, remote eligible.

Role Purpose

Lead all on-site activities to assure cost-effective execution of project deliverables in accordance with contract specifications, quality standards, schedule, and safety requirements during start-up, construction, erection, commissioning, and maintenance phases.

Key Responsibilities

Planning & Coordination

• Plan project on-site activities with project manager including necessary local resources, equipment and milestones.
• Plan the ITC schedule in line with project completion date.
• Prepare weekly and monthly witness schedule in line with baseline program.
• Coordinate agreement between customer and external resources on construction targets, health and safety requirements, site organization and policy.

Testing & Commissioning

• Lead T&C activities on assigned projects.
• Perform hands-on testing activities on site.
• Execute testing and commissioning of Switchgear, Protection relay and Scheme checks.
• Test various components including Circuit breakers, CT, VT, Aux relays, and Interlocks verification.
• Conduct Bus Bar protection scheme, Bus bar protection Sensitivity & Stability test, Transformer differential and REF protection Sensitivity & Stability test.

Project Execution & Handover

• Receive assigned site area from customer or project manager and coordinate all on-site activities through handover to end customer on completion day.
• Ensure successful execution of start-up, construction, erection, testing and commissioning activities in alignment with contract specifications, quality standards, schedule, and safety requirements.

Stakeholder Management

• Serve as project representative by building and maintaining effective relationships with customers and local organizations such as authorities, banks, and suppliers.
• Ensure active support of field activities through stakeholder engagement.
• Coordinate with client and consultant on T&C activities.

Health, Safety & Environment

• Ensure detailed and up-to-date construction Health & Safety plan is in place for each work package, compliant with Hitachi Energy HSE plan.
• Ensure all on-site resources are properly trained on company health, safety and environment policy.
• Proactively promote health and safety across the site.

Equipment & Logistics

• Ensure correct handling, storage and installation of Hitachi Energy-delivered equipment.
• Coordinate on-site storage and shipment logistics to secure timely site delivery of equipment and material.

Subcontractor & Resource Management

• Manage sub-contractors on site hired by Hitachi Energy to ensure necessary quality and progress achieved to meet delivery date.

Cost Control & Administration

• Control project cost for site work.
• Monitor actual spends against forecasts.
• Estimate final cost for site work.
• Manage petty cash and exercise delegated authority for local purchasing within agreed limits.

Documentation & Compliance

• Ensure all documentation is modified and updated as necessary.
• Maintain document handling system.
• Ensure latest revisions are used for construction work on site.
• Ensure compliance with applicable external and internal regulations, procedures, and guidelines.

Qualifications & Experience

• Bachelor's degree in electrical power, electronics and communication.
• 10 years of project experience in related fields.
• TAQA and other Utilities approval or Competency (mandatory requirement).
• Hands-on experience with Testing & commissioning of Switchgear, Protection relay and Scheme checks.
