LEAD PROJECT ENGINEER

Role Overview

Lead Project Engineer (Electrical & Instrumentation) at NMDC Group, assigned to the project by the Engineering Interface Department (EID) and reporting to EID, Project Director/Project Management Team/Project Manager & Construction Manager (E&I).

Role Purpose

Execute electrical and instrumentation activities across all project phases—planning, construction, and offshore installation—in compliance with company quality assurance and HSE requirements, on schedule and within budget.

Key Responsibilities

Project Management Team Coordination

• Coordinate E&I activities with the Project Management Team and other disciplines including Subcontracts, Procurement, Engineering, Quality Assurance & Safety, Planning, and Offshore departments.
• Provide input to Project Services Section for preparation of Yard, Offshore, and Onsite construction schedules aligned with project requirements.
• Provide list of works to be subcontracted, if any, based on project requirement.
• Finalize list of Construction deliverables including Installation Procedures and Inspection & Test Plans for the project.
• Draft correspondence on E&I related issues for Project Director/Project Manager review and signature.
• Follow up for Client approvals on drawings, documents, and other project-related issues.
• Review and comment on documents submitted by Sub-contractors and Vendors; ensure timely mobilization of Sub-contractor representatives and manpower resources.
• Assist EID in providing technical input for new Tenders during bidding stage.
• Monitor needs and initiate job instructions and variation proposals to ensure cost-effective operations and contract compliance.
• Review project activity reports and verify completeness and accuracy of all invoices.
• Attend related packages Factory Acceptance Tests and ensure close-out of all punches prior to factory dispatch.

Yard Construction Operations

• Carry out E&I equipment inspection along with Quality Control Inspector upon equipment receipt at Stores.
• Supervise and monitor site activities progress directly and/or through Site Engineers assigned to the project; take necessary corrective steps and actions in consultation with Project Director/Project Manager, EID, and Construction Manager (E&I).
• Ensure E&I works are completed within budget and as per schedule.
• Participate in taking necessary actions with Construction Manager, EID, Quantity Surveyor, and Planning Engineer to adjust project schedule to account for changing priorities, delays, and other contingencies.
• Ensure costs are contained within approved budget levels and Contract execution is optimized.
• Assist Construction Manager (E&I) and Project Director/Project Manager in resolving contractual and other construction-related problems that might arise during project execution.
• Participate in preparation of final documentation, close-out reports, As-built submissions, and lessons learned.
• Ensure Efficiency and Cost Performance Indicators are maintained.
• Ensure highest level of HSE Standards and execution of HSE policies.

Offshore Installation Execution

• Work closely with Offshore Operation to prepare schedules based on available Marine Spread; identify potential issues which can lead to additional barge days.
• Attend Kick Off Meetings and progress meetings; coordinate with Client shutdown schedules; conduct site surveys; arrange workshops with all stakeholders to plan execution for Green and Brown Field Scope.
• Coordinate with Engineering on design-related issues, constructability, and model review; share lessons learned to ensure past issues are addressed and closed.
• Coordinate with Onshore Interface Contractors to resolve interface-related issues.
• Coordinate with Vendors and Sub-contractors to provide execution plans and ensure associated work is attended.
• Work with Procurement to ensure material is delivered on time; provide plan to deliver project materials in KSA for smooth operation and to avoid delays in shifting materials.
• Arrange required qualification of HV/MV, Fiber Optic, and Instrument Calibrators under assigned project; ensure proper training is completed to qualify team.
• Lead a team of Site and Yard engineers.
• Ensure set up of Material Movements, SABER Application, and LOM process are done per project schedule.
• Make arrangements for materials storage in areas planned for KSA and UAE Offshore.
• Ensure availability of all equipment and tools required for offshore activities.
• Develop project Execution plan with assigned team and highlight project delays; discuss mitigation plans.
• Introduce new Job Cards and estimation system to calculate man-hours and avoid cost overrun.
• Coordinate with Yard team to ensure onshore scope is attended and any carry-over works are captured properly for offshore execution.

Qualifications & Experience

Education & Certifications

• Bachelor's degree in Electrical, Instrumentation, or Electrical & Civil Engineering from an accredited university (full-time).
• MBA or engineering management degree is a plus.

Experience

• Twelve years of construction experience in Electrical, Instrumentation, and Telecom fields in the Oil & Gas Industry.
• Construction Operations Management industry-related experience.
• Oil and Gas and Offshore Operation experience.
• Oil and Gas Site Construction experience.

Additional Information

• Flexibility required: being available for longer periods on duty.
• Passing physical fitness from AD Health Service Co. SEHA is mandatory.
• Physical examinations and investigation tests (ADMA) will be required before working at offshore Oil and Gas projects.
