Role Overview
HSE Manager at KBR, based in Abu Dhabi, UAE. The role will be based at either the Client's Office or the Contractor's Office in Abu Dhabi, supporting a major Offshore Project.

Role Purpose
The HSE Manager will lead and manage all Health, Safety and Environmental activities for a major ADNOC Offshore project, ensuring project execution complies with applicable ADNOC requirements, project HSE plans, regulatory requirements and approved safe working practices. The role will provide HSE leadership across engineering, fabrication, construction, offshore installation and commissioning activities and oversee contractor HSE performance throughout project execution.
Key Responsibilities
HSE Management and Program Leadership
- Lead and oversee implementation of the overall Project HSE Management Program.
- Develop, review and implement project-specific HSE plans, procedures and programs.
- Provide visible HSE leadership and promote a proactive safety culture throughout the project.
- Provide leadership, functional guidance, mentoring and coaching to project HSE personnel.
Compliance and Regulatory Oversight
- Ensure compliance with applicable ADNOC Offshore HSE requirements, project requirements and regulatory obligations.
- Ensure HSE requirements are appropriately considered within contractor tender packages and evaluations.
- Ensure appropriate controls for environmental aspects, including waste management, pollution prevention and hazardous-material management.
Contractor Management and Performance Monitoring
- Review and assess EPC Contractor and subcontractor HSE plans, procedures and performance.
- Interface with Client HSE representatives, EPC Contractors and other project stakeholders on HSE matters.
- Lead HSE meetings and safety steering meetings involving project management and major contractors.
HSE Objectives, KPIs and Performance Analysis
- Establish and monitor project HSE objectives, targets and HSE KPIs.
- Analyze HSE performance data and trends comparable to ADNOC Offshore PMC HSE requirements.
- Monitor HSE performance across offshore platforms, vessels, fabrication and construction locations and other project work sites as applicable.
- Analyze HSE performance trends and recommend preventive and corrective actions.
- Prepare and present HSE performance reports to Project Management and Client representatives.
Risk Management and Hazard Control
- Lead HSE risk management activities, including development and implementation of project-specific Risk Assessment Management Systems (RAMS).
- Ensure HSE risks associated with offshore construction, fabrication, installation, commissioning and SIMOPS activities are appropriately identified and controlled.
- Participate in and review Risk Assessments, Job Safety Analysis (JSA) and Permit-to-Work (PTW) activities.
Audits, Inspections and Assessments
- Lead and participate in project HSE audits, inspections and assessments.
- Ensure effective HSE coordination during high-risk activities, including lifting, offshore installation, marine operations, construction, commissioning and simultaneous operations.
Incident Management and Investigation
- Manage incident notification, reporting and investigation processes and ensure that corrective actions are tracked through closure.
- Support strong knowledge of incident investigation management.
Safety Programs and Training
- Implement and monitor Safety Observation and Intervention programs.
- Develop and support delivery of project HSE training and awareness programs.
- Promote lessons learned, HSE best practices and continual improvement throughout project execution.
Emergency Preparedness
- Support emergency-response planning, preparedness and drills.
Qualifications & Experience
- Bachelor's degree in engineering.
- Strong experience in an HSE Manager, Project HSE Manager, or Offshore HSE Manager capacity.
- Experience managing HSE activities for major offshore EPC projects.
- Strong exposure to offshore construction, platforms, subsea facilities and associated offshore activities.
- Experience in PMC or Client-side project environments is highly preferred.
- Previous experience on ADNOC Offshore projects in a similar role would be a significant advantage.
- Experience managing HSE for offshore construction and complex EPC execution, including brownfield and shutdown activities where relevant.
- Strong knowledge of risk assessment, PTW, SIMOPS, incident investigation, audits and emergency-response management.
- Familiarity with environmental management and occupational health and safety management systems.
- Strong leadership and contractor-management experience.
- Excellent communication and stakeholder-management skills.
Skills & Certifications
- NEBOSH International General Certificate (IGC) or equivalent (mandatory).
- BOSIET or HUET or relevant offshore safety certification (mandatory).
- Additional incident investigation, auditing or HSE management certifications are advantageous.
