Role Overview

Internal Control and Business Support Manager – Business Support & Analytics at Sheikh Shakhbout Medical City (SSMC).

Role Purpose

The jobholder prepares financial effect analysis for expansion plans and new service introductions, automates reporting through business intelligence tools, administers the finance control matrix and accounting policies, and manages the internal controls framework and enterprise risk management policies.

Key Responsibilities

Financial Modeling & Analysis

• Lead the financial modeling process for Financial Effect Analysis by coordinating with relevant departments to obtain required information.
• Ensure that Financial Effect Analysis documents are aligned to ongoing strategic priorities.
• Assist in conducting bottoms-up costing exercises to determine cost of services rendered.
• Produce ad hoc reports as required by management to assist in management decision-making.
• Ensure completeness and accuracy of reports and Financial Effect Analysis prepared.

Stakeholder Management & Costing

• Facilitate and support discussions and negotiations with the Department of Health, insurance companies, and other stakeholders on costing and pricing of existing and new services.
• Assist the Research and Education division in costing and pricing of projects.
• Facilitate data-driven price negotiations with sponsors and other stakeholders.
• Liaise with relevant stakeholders on costing and pricing of services.

Project & Budget Management

• Act as primary finance point of contact on major expansion projects.
• Track actual expenses against approved budget.
• Report back to relevant workgroups and committees.

Cost Optimization

• Initiate, develop, and track cost optimization plans in coordination with Supply Chain and other relevant stakeholders.
• Collaborate and serve as an active member of taskforces and committees such as Pharmaceutical brand selection taskforce and Tender evaluation committee.
• Facilitate prudent financial decisions to maximize revenue and minimize cost.
• Work closely with the RCM team on revenue enhancement initiatives.

Business Intelligence & Reporting

• Develop, automate, and maintain reports using BI tools such as Qlik Sense.
• Provide necessary training to end users on these reports.
• Provide training to team members on BI tools.

Internal Controls & Compliance

• Oversee the financial and accounting policies for SSMC.
• Update policies on a periodic basis.
• Manage and monitor a robust Internal Control over Financial Reporting (ICFR) framework of international standards.
• Ensure controls have been adhered to and report departures or control weaknesses.
• Maintain regulatory requirements including licensure, certification, and other mandatory training within established timeframes.

Financial Systems & Tax

• Assist in implementation of financial accounting systems.
• Manage maintenance and updating of financial accounting systems to keep pace with organizational changes.
• Make recommendations on system replacements where required.
• Keep abreast of tax changes in the local environment.
• Assess the potential impact of tax changes on SSMC.

General Accountability

• Complete assigned tasks in a timely and reliable manner.

Qualifications & Experience

Education

• Bachelor's degree or equivalent in Accounting, Finance, Commerce, Business Administration, or relevant field (required).
• Master's degree or equivalent in Accounting, Finance, Commerce, Business Administration, or relevant field (desired).

Certifications

• Recognized qualification such as CMA, CPA, ACCA, ACA, CA, or CFA or equivalent (required).

Experience

• 5–7 years of relevant progressive experience in a similar role (required).
• Experience in a large healthcare facility (desired).
