Infrastructure Master Planning SME

Role Overview

Infrastructure Master Planning SME at HILL International. This role is responsible for developing, managing, and optimizing infrastructure master planning across the organization's project portfolio on a global basis.

Role Purpose

To develop and manage comprehensive infrastructure master plans that ensure network capacity, access goals, and strategic expansion objectives are met while establishing best-practice methodologies and maintaining stakeholder relationships across the organization's national and global network.

Key Responsibilities

Strategy & Planning

• Develop and manage the infrastructure master plan for HILL International's projects.
• Develop strategic roadmap to ensure network capacity and access goals are met.
• Analyze existing infrastructure and develop plans to improve and expand it.
• Evaluate current infrastructure and develop plans to upgrade and replace it.
• Develop and implement strategies to ensure successful implementation of the infrastructure master plan.

Capacity Planning & Analysis

• Establish best-practice methodologies for capacity planning across the country global network.
• Perform capacity planning for failover paths, including shared sub-components, and "what if" modeling.
• Perform economic appraisal, demand forecasting, cost benefit analysis and operating cost forecasting.
• Prioritize expenditures across projects, programs and service outcomes.

Stakeholder & Government Relations

• Establish and maintain relationships with stakeholders and local government agencies.
• Participate in discussions with other disciplines including engineers, designers and planners.
• Record close engagement with utility providers and wider commercial and public cluster stakeholders.

Governance & Compliance

• Inform yourself of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within HILL International.
• Ensure continued compliance with these requirements while employed by HILL International.

Monitoring & Optimization

• Monitor the progress of the infrastructure master plan and make adjustments as needed.
• Identify and implement best practices for infrastructure master planning.
• Develop methodologies to show how expenditure plans and decisions are consistent with strategic plans.

Reporting & Knowledge Management

• Provide technical support to project teams on infrastructure-related issues.
• Prepare reports and presentations to communicate the progress of the infrastructure master plan.
• Develop and maintain a database of infrastructure-related information.
• Provide economic analysis and advice on policy and operational matters.

General

• Perform other duties as assigned by the line manager or supervisor.

Qualifications & Experience

• Bachelor degree or Master degree in Engineering or Urban Planning from an accredited university.
• Minimum 25 years of experience in related field on national and international major initiatives and developments.
• Expert in the development of water and wastewater master plans.
• Expert in major development master planning and urban planning, preferably at national levels, with thorough knowledge of urban and infrastructure planning disciplines.
• Extensive experience of working internationally, with preference for Middle East and KSA.
• Knowledge of other disciplines related to planning activities and projects, with understanding of required business interfaces and interdependencies.

Skills & Competencies

• Expert-level technical knowledge in infrastructure master planning methodologies.
• Proficiency in demand forecasting and cost benefit analysis.
• Excellent interpersonal skills and capability of working within a team.
• Demonstrate intellectual rigor and effective communication.
• Explain technical issues to a range of audiences in English.
• Arabic language skills are preferable.
• Excellent verbal and written communication skills.
• Ability to compose reports in English is essential; ability in Arabic is preferable.
