Role Overview
HSSE Specialist at HILL International. The position is based on project sites requiring international experience and oversight of health, safety, security and environmental compliance across construction and engineering projects.
Role Purpose
Ensure comprehensive health, safety, security and environmental (HSSE) compliance across all project phases by monitoring contractor and consultant performance, investigating incidents, conducting audits, and liaising with employers, authorities and project management teams to maintain regulatory adherence and continuous improvement.
Key Responsibilities
Compliance & Oversight
- Ensure availability and adequacy of all Supervision Consultant, Engineer and Contractor HSE provisions in accordance with project policies, construction contracts, general conditions, specifications, HSE Plans, Employer HSE Requirements and applicable local, national and international statutes and regulations.
- Ensure the Supervision Consultant, Engineer and Contractors' full compliance with Project HSE Requirements.
- Review and approve Contractors' HSE documents, submittals and drawings to verify suitability, adequacy and conformance.
Performance Monitoring & Auditing
- Measure the HSE performance of the Supervision Consultant, Engineer and Contractors and advise on actions necessary for improvement.
- Carry out scheduled and unscheduled HSE audits and inspections and report to the Project management team on identified non-conformances for necessary action and correction by the violating party.
Incident Investigation & Hazard Management
- Investigate direct and root or underlying causes of accidents and incidents and advise recommendations to prevent recurrence.
- Record and follow up on any noted safety hazards and non-conformances to HSE regulators and parties having jurisdiction.
Stakeholder Liaison & Coordination
- Coordinate with the PMC Project Manager or Construction Manager in the implementation of effective HSE systems on project sites.
- Liaise with the Employer, PMC (HILL International) and Local or Enforcing Authorities or Municipality Authorities in ensuring adherence of all parties to Project HSE Requirements.
Training & Development
- Train and induct staff on HSE requirements and best practices.
Compliance with Internal Standards
- Inform themselves of relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within HILL International and ensure continued compliance with these requirements while employed.
- Perform other duties as assigned by line manager or supervisor.
Qualifications & Experience
- Degree in engineering or equivalent work experience.
- Minimum 10 years' experience in large-scale projects.
- Experience managing all aspects of HSSE on projects or facilities.
- Relevant international certifications supplementing engineering qualification.
- Experience working internationally, with preference for KSA experience.
Skills & Competencies
- Knowledge of HSSE sciences, engineering systems, principles and methodologies.
- Extensive and demonstrated knowledge of national and international HSSE laws, regulations and regulatory or resource agency permitting processes and responsibilities.
- Knowledge of industry standards for HSSE compliance and best management practices for minimizing potential HSSE impacts during project execution.
- Knowledge of technical terminology common to industrial hygiene, health physics, safety engineering and environmental compliance.
- Ability to deal effectively with HSSE matters with contractors, subcontractors or consultants during construction.
- Ability to prepare reports related to HSSE activities in projects.
- Excellent English written and verbal communication skills.
- Excellent presentation skills.
