HSSE OFFICER

Role Overview

HSSE Officer at Napco National. This role is based at the company premises and is responsible for maintaining health, safety, security and environmental standards across all operational areas.

Role Purpose

To establish and maintain a safe, healthy and secure working environment across the facility by conducting regular inspections, monitoring compliance with HSE policies, investigating incidents, and driving safety awareness and training across all levels of the organization.

Key Responsibilities

Safety Inspections & Monitoring

• Conduct periodical safety rounds around the entire company premises to ensure safe atmosphere and working conditions.
• Ensure plant and warehouse safety and hygiene conditions are maintained and report any deviations.
• Verify that plant-related employees are wearing appropriate overalls, clothing and Personal Protective Equipment (PPE).
• Check the safe operation and condition of machinery across the production area.
• Monitor the condition of drainage and canals and ensure protection against infestation through pest control spray activities in coordination with department heads.
• Monitor the cycle chart of facility roof top, walls, light shadows and electrical panels.
• Conduct operational risk assessments on site and design risk mitigation measures.

Fire Safety & Emergency Response

• Ensure fire-fighting equipment is maintained in perfect condition through periodical maintenance and re-filling as applicable.
• Ensure clear access to fire extinguishers and hose cabinets across the company.
• Take fire preventive measures on a need basis, especially during summer.
• Respond immediately to fires and other emergency situations.
• Participate in evacuation drills.

Documentation & Reporting

• Maintain necessary documents recording daily, weekly and monthly HSE inspection activities.
• Investigate and report all serious and critical personal injury accidents occurring to staff, visitors or contractors.
• Investigate accidents and incidents that result in substantial damage to company property.
• Generate and maintain all required reports related to HSE management system, including corrective action and preventive measures.
• Provide HSE improvement proposals stating the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation.

Training & Awareness

• Conduct safety and first-aid on-the-job training for new recruits when required.
• Increase health and safety awareness at all levels within the organization.
• Coordinate training of personnel in areas of safety testing, including first aid, CPR, accident prevention and investigation, workplace inspections and other matters related to implementing safety procedures in facilities.

Hazard & Incident Management

• Monitor hot works and ensure they are carried out with due permission and safe conditions across the plant, including work carried out by maintenance, contractors or third parties.
• Respond to employee safety concerns.
• Provide first aid activities in case of accident when required.
• Coordinate registration and removal of hazardous waste if any.

Policy & Compliance

• Follow up on implementation of Occupational Health and Safety policies, programs and procedures.

First Aid & Health

• Ensure availability and maintenance of first-aid equipment and accessories.

Security & Access Control

• Coordinate with security guards regarding visitor movements and track entry and exit to company premises.

Emergency Support

• Assist executive staff, senior administrators, principals, supervisors and HSE team leader in emergency situations.
