HSSE OFFICER

Role Overview

HSSE Officer at Napco National. The role is based at the company premises and reports to the HSE team leader.

Role Purpose

Protect the health, safety, and security of all personnel, visitors, and contractors across the company premises by conducting inspections, monitoring compliance with safety procedures, investigating incidents, and driving continuous safety awareness and improvement.

Key Responsibilities

Inspections & Monitoring

• Conduct periodical safety rounds around the entire company premises to ensure safe atmosphere and working conditions.
• Ensure plant and warehouse safety and hygienic conditions are maintained and report any deviations.
• Check the safe operation and condition of machinery across the production area.
• Monitor the condition of drainages and canals and ensure protection against infestation through pest control spray activities in coordination with department heads.
• Monitor the cycle chart of the facility roof top, walls, light shadows, and electrical panels.
• Conduct operational risk assessments on site and design risk mitigation measures.

Personal Protective Equipment & Standards

• Ensure plant-related employees are wearing appropriate overalls, clothing, and PPE (Personal Protective Equipment).
• Ensure the availability and maintenance of first-aid equipment and accessories.
• Ensure clear access to fire extinguishers and hose cabinets across the company.

Fire Safety & Prevention

• Ensure perfect condition of fire-fighting equipment through periodical maintenance and refilling as applicable.
• Take fire preventive measures on a need basis, especially during summer.
• Respond immediately to fires and other emergency situations.

Hot Works & Contractor Management

• Monitor hot works and ensure they are carried out with due permission and safe conditions across the plant by maintenance teams, contractors, or third parties.
• Coordinate with Security guards regarding visitors' movements and track entry and exit to company premises.

Incident Investigation & Reporting

• Investigate and report all serious or critical personal injury accidents occurring to staff, visitors, or contractors.
• Investigate accidents or incidents that result in substantial damage to company property.
• Provide first aid activities in case of any accident if required.
• Respond to employee safety concerns.

Training & Awareness

• Conduct safety and first-aid on-the-job training for new recruits when required.
• Coordinate training of personnel in safety testing, including first aid, CPR, accident prevention and investigation, workplace inspections, and other matters related to implementing safety procedures in facilities.
• Increase health and safety awareness at all levels within the organization.
• Participate in evacuation drills.

Documentation & HSE Management

• Maintain necessary documents for recording daily, weekly, and monthly HSE inspection activities.
• Follow up on implementation of Occupational Health and Safety Policies, programs, and procedures.
• Generate and maintain all required reports related to the HSE management system, including corrective action and preventive measures.
• Provide HSE improvement proposals stating the non-conformance, proposed corrective action, required resources for corrective action, and plan of implementation.

Hazardous Materials & Waste

• Coordinate registration and removal of hazardous waste if any.

Emergency & Support

• Assist executive staff, senior administrators, principals, supervisors, and the HSE team leader in emergency situations.
