Role Overview

HSEQ Advisor (Omani National) at Oceaneering, based in the Middle East and Rest of Africa region. This position reports directly to the HSEQ Manager ME & Rest of Africa and supports the deployment and maintenance of comprehensive Health, Safety, Security, Environmental, and Quality management systems across operations.

Role Purpose

Support the day-to-day implementation of HSSEQ strategy, policies, procedures, and programs to ensure compliance with Health, Safety, Security, Environmental, and Quality requirements. Promote a strong HSSEQ culture through effective communication, hazard identification, risk management, quality assurance, and continual improvement initiatives. Maintain accurate HSSEQ reporting and performance data in line with corporate requirements, ensuring timely implementation and closure of corrective actions arising from incidents, audits, inspections, customer feedback, and non-conformances.

Key Responsibilities

HSSEQ Management System Deployment

• Partner with Process Champions and Business Leaders to implement and maintain HSSEQ Management System requirements.
• Lead the deployment of HSSE core processes, quality standards, and compliance requirements across the business.
• Establish and monitor annual HSSEQ objectives, KPIs, and continual improvement initiatives.
• Ensure compliance with legal, regulatory, customer, and corporate HSSEQ requirements.
• Maintain environmental, quality, and operational controls to meet stakeholder expectations.
• Partner with business leaders to implement and maintain HSSE and Quality Management System requirements.
• Lead compliance with HSSEQ processes and regulatory requirements across operations.

Compliance, Audits & Inspections

• Conduct site visits, audits, inspections, and quality reviews to ensure compliance and identify improvement opportunities.
• Conduct audits, inspections, and quality reviews to ensure compliance and drive performance improvement.
• Conduct inspections, audits, and quality assurance reviews of facilities, equipment, and processes to ensure compliance with HSSEQ standards and management system requirements.
• Conduct quality audits, inspections, and compliance reviews to verify process effectiveness and identify opportunities for improvement.

Documentation & Tender Support

• Support tender submissions and project delivery through the development and review of HSSE and Quality documentation.
• Support tenders and projects through the development and review of HSSE and quality documentation.
• Assist in the development, review, and implementation of energy isolation, operational, and quality control procedures.
• Assist in the development, review, and implementation of quality procedures, quality plans, inspection and test plans (ITPs), and operational controls.
• Review project-specific HSSE and Quality documentation regularly to verify compliance with management system, customer, and regulatory requirements.

Risk Management & Fatality Prevention

• Identify and manage HSE, quality, and operational risks through effective controls and corrective actions.

• Facilitate risk assessments, hazard identification studies, JSEAs, and quality risk evaluations to ensure risks are effectively identified, assessed, and controlled.
• Promote proactive risk management, fatality prevention, operational excellence, and continual improvement across all activities.

Incident Management

• Monitor audit findings, non-conformances, customer feedback, and improvement actions to enhance system performance.

• Maintain incident, injury, observation, non-conformance, and quality records, including reporting, trend analysis, and data management within Intelex.
• Review incidents and provide insight on key trends and implement engineering improvements where possible.
• Ensure incidents are timely reported, investigated, and track corrective action to drive improvement and closed in a timely manner.

Performance Reporting & Tracking

• Coordinate monthly, quarterly, and annual HSSE and Quality performance reporting.
• Support the achievement of HSSEQ objectives, targets, and continual improvement initiatives.
• Maintain HSSEQ action tracking registers and monitor the closure of corrective actions.
• Monitor quality performance metrics, analyze trends, and support initiatives that enhance operational excellence, customer satisfaction, and overall business performance.

Operational HSSE & Quality Support

• Support compliance, quality assurance, and operational excellence across AME operations.
• Engage with supervisors and technicians on the shop floor, participate in Toolbox Talks, and promote a strong safety and quality culture.
• Provide guidance and support to Operations on HSSEQ related matters.
• Collaborate with Business Group Management and Line Managers to achieve HSSE objectives, quality requirements, and operational excellence.
• Assist with emergency response planning, training, drills, and incident response activities.

Employee Engagement & Safety Culture

• Actively promote and participate in employee safety meetings, quality discussions, pre-shift meetings, and toolbox talks to strengthen HSSEQ awareness and performance.
• Utilize company communication platforms and campaigns to ensure timely dissemination of HSSE and Quality-related information across the workforce.
• Establish and enhance communication programs that support Oceaneering's HSSE and Quality philosophies, fostering a culture of operational excellence and continual improvement.
• Engage employees in reporting hazards, quality concerns, observations, near misses, and improvement opportunities to drive proactive risk management and process effectiveness.
• Promote workforce involvement in quality, safety, and compliance initiatives to improve customer satisfaction, operational performance, and overall business results.

Training & Competency

• Fully utilize the Learning Management System (Oracle Learning) for new hire and refresher training and ensure training records are up to date.

Environmental Management

• Provide technical support to Line Management; assist in developing and implementing the environmental aspect and impact registers; and monitor the implementation of the control measures.
• Assist HSE Team / Operations in the company's GHG reduction initiatives at sites / locations and ensure all possible efforts to comply with GHG compliances so far as reasonably practicable.

Quality Assurance & Continual Improvement

• Provide technical support to Line Management in implementing Quality Management System (QMS) requirements, ensuring compliance with customer, regulatory, and company standards.
• Support the management of non-conformances, corrective and preventive actions (CAPA), customer feedback, and lessons learned to drive continual improvement.

General Compliance & Performance

• Carry out all work in accordance with the Company's Health, Safety, Security, Environmental, and Quality (HSSEQ) Management Systems, policies, and procedures.
• Perform assigned responsibilities with due diligence, ensuring compliance with Integrated Management System (IMS), Quality Management System (QMS), and operational requirements.
• Promote continual improvement by identifying opportunities to enhance safety, quality, efficiency, and environmental performance.
• Minimize waste, support the use of environmentally responsible practices, contribute to GHG reduction initiatives, and drive quality-focused, right-first-time outcomes.
• Support compliance with customer, regulatory, and company quality requirements while maintaining high standards of operational excellence and service delivery.
• Ensure HSSE policies, procedures, and standards are effectively communicated, understood, and consistently adhered to by all employees, fostering compliance, accountability, and a safe working environment.

Non-Essential Activities

• Participate in local LMT, Operations and HSSEQ Team Meetings including Global HSSEQ Calls.

Qualifications & Experience

Required

• Omani National status.
• High School Diploma or graduate in any discipline.
• Fair understanding of HSE Laws, standards, and guidelines.
• ISO Internal Auditor certification, Lead Auditor certification, or equivalent experience working within and supporting an ISO 9001 / 14001 & 45001.
• University project experience related to Health, Safety, and Environment (HSE).
• Basic understanding of ISO 9001 / 14001 & 45001 standard requirements.

Desired

• NEBOSH International General Certificate or any equivalent certification.
• NEBOSH / British Safety Council or equivalent.
• TapRooT Root Cause Analysis, 5WHY, Fishbone training.
• Risk Management Training.
• Local Health & Safety Accreditation with understanding of HSSEQ requirements for Middle East & Rest of
