Role Overview
HSE Trainer at Samsung E&A. The role is based at a plant site and focuses on developing and delivering health, safety, and environment training programs to ensure a safe working environment across all operations.

Role Purpose
Identify HSE training needs for the plant, plan, develop, and execute HSE training programs on all related issues and emergency management to all plant employees in order to promote a safe working environment within the company HSE policy and guidelines.
Key Responsibilities
Training Needs Analysis & Program Development
- Analyze and identify HSE training needs together with Team Leaders for all site personnel.
- Develop the training plan and key performance indicators (KPIs) in accordance with the annual HSE plan and company policies and procedures.
- Develop plan for safety talks and tool box talks.
- Develop site HSE procedures and guidelines in line with the HSE strategy.
- Develop HSE training course manuals and materials as per the training plan and in accordance with competency requirements.
- Develop risk and emergency-based training courses for contractors and employees.
- Act as a focal point for continuous improvement of all induction materials.
Training Delivery & Implementation
- Plan, develop, and execute HSE training programs for all operations to create awareness and promote a safe working environment.
- Facilitate the implementation of the company's Health, Safety, and Environment policy and promote awareness to ensure adherence to company standards.
- Facilitate effective implementation of HSE standards.
- Provide HSE training during shutdowns, start-up, and commissioning activities.
- Ensure full understanding of the company's HSE guidelines and standards to minimize risk impact of non-compliance.
- Prepare and conduct safety induction for new comers.
- Ensure that effective and clear training is provided to third-party contractors.
- Ensure that sufficient preventive training on necessary HSE tools and equipment is provided so that immediate action during emergency situations can be taken to minimize risk impact of accidents on public, environment, and property.
Personal Protective Equipment & Safety Culture
- Identify and communicate personal protective equipment (PPE) requirements.
- Train employees to ensure that PPE requirements are properly implemented and enforced as per company HSE standards.
- Communicate HSE policies, guidelines, and standards to all staff through presentations.
- Develop HSE campaigns to ensure HSE culture is disseminated to all employees.
- Develop various presentations on HSE subjects to continuously foster a safe working culture in the division.
- Develop HSE posters, video/DVD, and in-house video productions.
- Prepare and distribute HSE bulletins, newsletters, and HSE alerts to enhance awareness.
- Promote e-learning across the division.
Training Records & Quality Assurance
- Maintain training time and related documents.
- Keep all training records.
- Issue training passport and stickers after conducting training as evidence.
- Assess effectiveness of training and trainers of programs conducted both in-house and with third parties.
- Ensure achievement of objectives as per defined quality standards.
- Conduct training audit with subcontractors and keep records according to company policy.
Stakeholder Management & Compliance
- Maintain proper communication with all subcontractors and client.
- Acquire training competencies established by Client as part of their submitted HSE Plans.
- Follow up on HSE training activities ensuring the achievement of foreseen targets.
- Participate in the development and follow-up of the HSE department training budget.
- Monitor financial performance of training activities.
- Ensure all activities are carried out in compliance with the approved budget.
Qualifications & Experience
- Diploma or Bachelor degree.
- Experience in managing safety aspects in Oil and Gas, Refinery, and Petrochemical fields.
- Experience and knowledge of International Oil and Gas HSE Management System.
