Role Overview
HSE Team Leader (Shutdown & Turnaround) at ABIS. This role manages and leads the HSE team in the administration and implementation of HSE initiatives, programs, and procedures during shutdown and turnaround operations.
Role Purpose
Lead the HSE team to ensure effective administration and implementation of health, safety, and environmental initiatives, programs, and procedures. Establish and maintain HSE management systems, risk controls, and compliance standards across all project activities and subcontractor operations.
Key Responsibilities
HSE Management & Strategy
- Establish, implement, and improve the HSE Management Plan and Company HSE policy requirements.
- Develop and manage HSE policies, performance standards, objectives, and targets.
- Foster continuous improvement of existing HSE Management Systems through sharing of best practices.
- Maintain in-depth knowledge of all laws surrounding construction safety and develop company-wide safety standards.
Risk Assessment & Hazard Mitigation
- Participate in the development and implementation of operational risk assessments to identify and mitigate hazards for critical activities.
- Ensure that all critical activities are risk assessed and control measures are applied before execution.
Audits & Inspections
- Conduct Behavioural Safety Audits (BSA) and high-profile tours as per HSEMS guidelines.
- Carry out or arrange workplace HSE inspections and audits and ensure that remedial recommendations are implemented.
- Audit subcontractors for compliance with HSE systems and procedures.
Performance Monitoring & Compliance
- Monitor HSE Performance of Subcontractors and ensure contractual and other relevant requirements are satisfied adequately.
- Ensure that company HSE policies, procedures, regulations, and objectives are effectively implemented.
- Maintain accident statistics, analyze trends, and propose and take remedial actions where necessary.
Incident Management
- Assist with investigation of accidents, incidents (including 'near misses'), and dangerous occurrences.
- Make recommendations to prevent recurrence of incidents.
Project HSE Programs
- Set up project HSE programs and procedures including training and audit programs to ensure they meet project HSE goals and objectives.
- Prepare and implement remedial and improvement initiatives to address areas of inadequacy.
Awareness & Training
- Develop and manage HSE awareness campaigns.
- Identify HSE training needs for subordinates.
Team & Operations Management
- Manage and lead the HSE team.
- Manage activities undertaken by subordinates.
- Manage all HSE support functions, including recruitment and HSE training.
Qualifications & Experience
- Bachelor's degree in Mechanical Engineering or Safety Engineering.
- 10–12 years of experience in HSE, with significant experience in oil and gas, process plant, cross-country pipeline projects, shutdown, and turnaround operations.
- OHSAS 18001 and ISO 14001 Lead Auditor certification.
- NEBOSH or OSHA certification required.
- Saudi Arabia and Gulf region experience preferred.
