HSE Supervisor

Role Overview

HSE Supervisor for KBR's Sustainable Technology Solutions (STS) group, supporting a 5-year Programme Management Contract (PMC) with Kuwait Oil Company. The role is based on the KOC project supporting oilfield development and facility enhancement in Kuwait.

Company Overview

KBR's Sustainable Technology Solutions (STS) group provides programme management services to Kuwait Oil Company. The contract supports KOC's objectives to achieve optimum capacity in its oilfields and enhance facilities through efficient and economical means. Services include project management, coordination, planning, design, engineering, construction management, contracting, procurement, and project controls for construction of new oil field facilities, upgrading of existing facilities, and technology transfer.

Role Purpose

Identify, monitor, and control HSE issues on construction sites. Coordinate implementation of KOC PMC Safety policies, HSE Management System, and project-specific HSE Management Plans. Ensure site compliance with relevant HSE legislation and KOC HSE requirements while supporting EPC contractors in maintaining consistent safety standards.

Key Responsibilities

Site Monitoring and Compliance

• Identify and control HSE issues on construction sites.
• Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained.
• Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers to ensure consistent compliance and reduce risk to project employees and the environment.
• Monitor compliance with all Kuwait legislative requirements and disseminate information to PMC and EPC managers and employees regarding amendments and additions to requirements as they come into effect.
• Monitor the availability and use of safety apparel and equipment.

Safety Planning and Implementation

• Pro-actively visit site and work with the EPC contractor to implement safety measures and promote safe work practices.
• Ensure a quality safety observation program is implemented and maintained on each site and project, with follow-up on findings.
• Assist EPC contractor construction management personnel in identifying hazards and planning and organizing work to maintain a safe working environment.
• Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes.

Training and Communication

• Conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.
• Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters, and other means.

Stakeholder Management and Guidance

• Provide advice and guidance to the EPC contractor management team on HSE issues through interpretation of KOC policies and statutory requirements.
• Develop and maintain professional relationships with KOC, regulatory bodies, and EPC contractors to foster the professional image of KBR.

Incident Management

• Assist EPC contractor line management and construction supervisors in the accident investigation process and report accordingly.

Qualifications & Experience

• Diploma in Engineering or Bachelor of Science degree, OR High School qualification with IOSH or NEBOSH Certification from a recognized and reputed institute (candidates with this qualification must have minimum 15 years experience, including 7 years as HSE personnel in the relevant field).
• Minimum 10 years total post-graduation experience.
• Minimum 5 years Oil and Gas post-graduation experience.
• Minimum 5 years experience in an HSE Supervisor role.
• Successfully completed one or more certified HSE courses in any category of training including General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, IOSH, ASSE Certificate in Global Safety Management, or equivalent courses.
• Practical experience in identification and control of HSE issues on construction sites within Oil and Gas or similar industries.
• Experience in HSE reporting procedures and familiarity with safety hazards common to construction activities.
