Role Overview
HSE Supervisor at Samsung E&A. This is a key safety control position within Engineering and Construction projects, as well as Pre-commissioning and Commissioning phases.

Role Purpose
To establish and maintain effective health, safety, and environmental control across designated project areas, ensuring compliance with organizational and government HSE standards, and leading HSE initiatives from engineering through commissioning and beyond.
Key Responsibilities
Policy & Program Development
- Create, evaluate, and administer company policies and procedures concerning HSE matters.
- Develop solution to improve site safety condition.
- Responsible for adopting and implementing company's HSE program.
- Provide support to the department on the implementation of Company-wide HSE initiatives, including ISO 14001, ISO 45001, and ISO 18001.
- Prepare Project Specific Safety, Health and Environmental Plan and implement it.
Compliance & Auditing
- Assure compliance with organization and government HSE standards.
- Conduct audit and inspection of HSE system for effective site control.
- Prepare, maintain, interpret and communicate records, reports, or documents required to meet corporate or regulatory requirements, including monitoring application of HSE standards.
- Maintain and control safety documents, HSE Statistics, Manuals and Procedures.
Supervision & Coordination
- Take full responsibility in controlling designated area of responsibility.
- Supervision, control and guidance over area HSE Officers.
- Coordinate with Subcontractor's Safety and site workers.
- Coordination with Sub-contractor and Samsung E&A Construction Management.
- Coordinate and respond to the site client supervision.
Training & Awareness
- Create and administer orientation program for project employees.
- Conduct tool box talks, prepare safety bulletins and promote HSE awareness.
- Carry out periodic inspections and mock drills for checking the efficiency of ERT team member.
- Complete knowledge of safety drills and procedures regarding firefighting and personal survival.
Documentation & Reporting
- Generate reports on a regular basis.
Regulatory & Operational Reviews
- Participate on PSSR Pre Startup Safety Review Assessment meeting and SIMOPS (Simultaneous Operation Procedures) performed by the Contractor and Client.
- Participate in preparation of Task Risk Assessments.
- Assist construction team for the implementation of Permit to Work system.
Qualifications & Experience
- HSE Officer experience in construction safety.
- Project-based safety control experience gained within the Oil and Gas industry or Petrochemical industry.
Skills & Competencies
- Competent knowledge in HSE (Health, Safety and Environment).
- Knowledge in performing ERT (Emergency Response Team) Member for incident and accident situation, chemical spill, fire, working at height, Confined Space vessel horizontal and vertical search and rescue.
- Knowledge in PSSR Pre Start Up Safety Review Assessment, plant operation and shutdown.
- Knowledgeable in documentation and presentation.
- Good management and leadership skills with responsible attitude.
- Proficient with MS Word, Excel and Power Point Presentation applications.

Additional Information
Certifications Required
- ISO 45001 Certification in Construction Industry.
- NEBOSH Certification (IGC1, IGC2 and IGC3).
