HSE Supervisor

Role Overview

HSE Supervisor at Samsung E&A. This is a key safety control role in Engineering and Construction projects, including pre-commissioning and commissioning phases.

Role Purpose

To establish, maintain, and enforce health, safety, and environmental standards and procedures across designated project areas. The role ensures compliance with organizational and government HSE regulations while supervising HSE systems, personnel, and site controls throughout engineering, construction, pre-commissioning, and commissioning phases.

Key Responsibilities

Policy & Procedure Development

• Create, evaluate, and administer company policies and procedures concerning HSE matters.
• Develop and implement company HSE programs and initiatives.
• Prepare Project Specific Safety, Health, and Environmental Plans and oversee implementation.

Compliance & Audit

• Conduct audits and inspections of HSE systems for effective site control.
• Assure compliance with organization and government HSE standards.
• Monitor application of HSE standards and regulatory requirements.
• Maintain, interpret, and communicate records, reports, and documents required to meet corporate or regulatory requirements.

Supervision & Leadership

• Take full responsibility in controlling designated area of responsibility.
• Supervise, control, and provide guidance to area HSE Officers.
• Coordinate with subcontractors' safety personnel and site workers.
• Coordinate with Samsung Construction Management and site client supervision.

Training & Orientation

• Create and administer orientation programs for project employees.
• Conduct tool box talks and prepare safety bulletins.
• Promote HSE awareness across the project.
• Carry out periodic inspections and mock drills for checking efficiency of Emergency Response Team members.
• Provide knowledge of safety drills and procedures regarding firefighting and personal survival.

Assessment & Planning

• Participate in Pre Startup Safety Review Assessment meetings and Simultaneous Operation Procedure assessments performed by contractor and client.
• Participate in preparation of Task Risk Assessments.
• Assist construction team in implementation of Permit to Work system.

Documentation & Reporting

• Generate reports on a regular basis.
• Maintain and control safety documents, HSE statistics, manuals, and procedures.
• Maintain competency in documentation and presentation.

Continuous Improvement

• Develop solutions to improve site safety conditions.
• Provide support to departments on implementation of company-wide HSE initiatives including ISO 14001, ISO 45001, and ISO 18001.

Emergency Response

• Possess complete knowledge of safety drills and procedures regarding firefighting and personal survival.
• Demonstrate knowledge in performing Emergency Response Team member duties for incident and accident situations, chemical spill, fire, working at height, and confined space vessel horizontal and vertical search and rescue.

Qualifications & Experience

• Previous experience as an HSE Officer in construction safety.
• Project-based safety control experience gained within the Oil and Gas industry or Petrochemical industry.

Skills & Competencies

• Competent knowledge in HSE.
• Knowledge in performing ERT Member duties for incident and accident situations, chemical spill, fire, working at height, and confined space vessel horizontal and vertical search and rescue.
• Knowledge in Pre Startup Safety Review Assessment, plant operation, and shutdown procedures.
