HSE Specialist

Role Overview

HSE Specialist at NOV. This role ensures full compliance with ARM and client safety programs across all facility operations.

Role Purpose

To implement, monitor, and continuously improve health, safety, and environmental (HSE) standards across the organization, ensuring regulatory compliance, incident prevention, and a safe working environment for all personnel.

Key Responsibilities

Compliance & Policy

• Ensure full compliance with ARM and client safety programs.
• Follow implemented Health, Safety and Environment (HSE) policy, objectives and procedures.
• Adhere to all legal and ARM HSE policies and procedures.
• Ensure the facility is managed safely and in an environmentally friendly manner.

Program Support & Coordination

• Assist and support HSE Supervisor in organizing and executing HSE programs and all safety-related assignments.
• Advise Department Line managers and supervisors on required corrective and preventive actions.
• Advise on measures necessary to carry out implementation of the HSE Program to its fullest extent.
• Serve as focal point in providing necessary services and documents for HSE activities on projects.
• Prepare any HSE documents or complete questionnaires as required.

Risk Assessment & Hazard Management

• Continuously assess and evaluate workplace risks.
• Review Job Safety Analysis and Hazard Identification (JSA/HIRA) as part of the risk assessment process.
• Identify hazards in the workplace and ensure that controls are in place.
• Identify near-miss incidents and ensure corrective measures are taken.
• Monitor operational activities including plant and lifting equipment inspection status and updates.

Inspections & Maintenance

• Carry out frequent safety inspections to check conformance with the established safety program.
• Draw HSE Supervisor attention to defects or deficiencies as a basis for continuous improvement.
• Check proper usage and maintenance of PPE and evaluate its effectiveness.
• Ensure that any equipment on site is suitable and provided with necessary valid certificates.
• Ensure inspection, servicing and maintenance of fire extinguishers, Oxy-Fuel cylinders and associated equipment are conducted monthly in accordance with manufacturer recommendations.
• Conduct vehicle and plant inspections monthly in accordance with manufacturer recommendations.

Incident Management & Investigation

• Investigate all accidents, injuries, property damage and other safety-related incidents.
• Issue and disseminate required incident reports.
• Ensure that recommended preventive measures are carried out.
• Ensure habitual violators or safety-complacent site personnel are reported and appropriate action is taken in accordance with ARM rules and regulations or client disciplinary procedure.

Record Keeping & Reporting

• Retain adequate records of all accidents and incidents.
• Prepare, monitor and update HSE statistics monthly.
• Ensure all Observation cards are properly tracked and complete.

Safety Awareness & Training

• Encourage all trades to be safety conscious through toolbox talks and awareness sessions where required.
• Suggest ways of improving personal safety as well as preventing loss or damage to equipment and materials.
• Arrange delivery of company and HSE induction prior to new personnel commencing work on notification from HR Department.

Emergency Response & Facilities

• Act as a designated Fire Warden for ARM premises.
• Act as Incident Controller for ARM premises when required.
• Maintain a safe working environment within the confines of ARM.
• Act as a First Aider where required.

General Responsibilities

• Take responsibility for own safety and that of others working around them.
• Exercise reasonable care towards the environment and contribute to energy savings and waste reduction.
• Follow any other instructions given by HSE Supervisor.
• Perform any other duties as reasonably requested by Senior HSE Manager or HSE Supervisor.

Qualifications & Experience

• Bachelor's degree in Science or Degree/Diploma in Engineering with professional certification in NEBOSH, OSHA or related field.
• Four to six years in HSE field, preferably in Oil and Gas, Manufacturing or similar industries.
• Experience in investigation, inspection, auditing, training and inter-personnel relations.
• Training and presentation skills.
