Role Overview
HSE Officer with NMDC Group, supporting the delivery of projects while maintaining health, safety, and environmental excellence in the dredging and marine sector.
Role Purpose
Support the NMDC project HSE Manager to achieve and maintain business excellence in HSE management during project preparation and delivery, ensuring minimum environmental impact and maximum protection of the project-surrounding environment while safeguarding the interests of customers, board of management, Abu Dhabi community, and NMDC employees.
Key Responsibilities
Safety Management & Compliance
- Own accountability for the safety of assigned project staff and operations during implementation of the HSE Management System throughout the project lifecycle.
- Maintain strict compliance with company Health and Safety policy and conduct random or spot checks to implement zero tolerance for unsafe practices and alcohol abuse.
- Review and monitor all safety aspects including PPE, night safety visions, and speed limits.
- Inspect all site activities, works, tools, and equipment to verify compliance with safety regulations.
- Supervise subcontractors and site teams regarding safety issues.
Incident & Investigation Management
- Lead accountability for conducting analysis of HSE observations and incidents to identify immediate and root causes.
- Recommend corrective actions to close gaps and prevent recurrences.
- Coordinate accident and injury investigations and lead incident tracking for closure.
- Perform incident and accident investigations and report findings to the HSE Manager.
Planning & Strategy
- Attend internal meetings and meetings with clients to identify project HSE requirements.
- Work with site managers to execute the safety plan.
- Prepare HSE training plan for assigned project employees.
- Assist Project Manager in adherence to Job Safety Analysis toolbox meetings and other periodical inspections.
Training & Competency
- Coordinate HSE training of employees to ensure workforce competency is maintained as required.
- Observe emergency mock drills and advise line supervisors regarding proper exercise execution in residential areas and work sites.
Inspection & Equipment Management
- Ensure periodical inspections of various safety and lifesaving equipment, firefighting equipment, gas monitors, and breathing apparatus.
- Monitor housekeeping program to consistently improve its standards.
Reporting & Documentation
- Maintain HSE registers, incident reports, Lessons Learned databases, and other associated records of the HSE Management System.
- Monitor and compile site HSE statistical reports, HSE weekly reports, and other required documentation.
- Support Project Manager and other team members in achieving HSE goals set for the project.
Qualifications & Experience
- Bachelor degree in Engineering Discipline or relevant equivalent professional qualification.
- Relevant HSE Management Qualification.
- Certification or Membership: NEBOSH or OSHA.
- Dredging and marine experience.
Skills & Competencies
- Knowledge and understanding of the ISM Code, mandatory rules and regulations, applicable codes, guidelines, and standards as appropriate.
