Role Overview
HSE Officer with NMDC Group. This role supports the project HSE Manager in achieving and maintaining business excellence in Health, Safety and Environment management during project preparation and delivery, ensuring minimum environmental impact and maximum protection while serving the interests of customers, board of management, Abu Dhabi community and NMDC employees.
Role Purpose
To ensure the safety of assigned project staff and operations through implementation and oversight of the HSE Management System throughout project lifecycle, while maintaining strict compliance with company policy, regulatory requirements and industry standards.
Key Responsibilities
Health & Safety Compliance
- Maintain strict compliance with company Health and Safety policy.
- Conduct random and spot checks to implement zero tolerance regarding unsafe practices and alcohol abuse.
- Verify that all site activities, works, tools and equipment are executed according to safety regulations.
- Review and monitor all safety aspects including PPE, night safety vision, and speed limits.
HSE Management System Implementation
- Support the HSE Manager to achieve business excellence in HSE management during project preparation and delivery.
- Supervise subcontractors and site team regarding safety issues.
- Work with site managers to execute the safety plan.
- Accountable for the safety of assigned project staff and operations throughout HSE Management System implementation across the project.
Incident & Accident Management
- Accountable for conducting analysis of HSE observations and incidents to identify immediate and root causes.
- Recommend corrective actions to close gaps and prevent recurrences.
- Coordinate accident and injury response and lead investigations.
- Track incidents to closure.
- Perform incident and accident investigations and report findings to HSE Manager.
Inspections & Equipment Monitoring
- Ensure periodical inspections of safety and lifesaving equipment, firefighting equipment, gas monitors and breathing apparatus.
- Monitor housekeeping program to consistently improve standards.
- Inspect all site activities, works, tools and equipment.
Training & Competency
- Accountable for preparing HSE training plan for assigned project employees.
- Coordinate HSE training to ensure workforce competency is maintained as required.
- Observe emergency mock drills and advise line supervisors regarding proper exercise in residential areas and work sites.
Stakeholder Engagement
- Attend meetings internally and with client to identify project HSE requirements.
- Support Project Manager and other team members in achieving HSE goals set for the project.
- Assist Project Manager in adherence to Job Safety Analysis toolbox meetings and other periodical inspections.
Documentation & Reporting
- Maintain HSE register, incident reports, Lessons Learned databases and other associated records of the HSE Management System.
- Monitor and compile site HSE statistical reports, HSE weekly reports and other required documentation.
Additional Operational Support
- Perform duties above and beyond the scope of this role as required by operational needs.
Qualifications & Experience
- Bachelor degree in Engineering Discipline or relevant/equivalent professional qualification.
- Relevant HSE Management Qualification.
- Dredging and marine experience.
- Knowledge and understanding of the ISM Code, mandatory rules and regulations, applicable codes, guidelines and standards as appropriate.
Skills & Competencies
- NEBOSH or OSHA certification/membership.
- HSE management system implementation.
- Incident investigation and root cause analysis.
- Training coordination and delivery.
- Site inspection and compliance monitoring.
- Stakeholder communication.
