Role Purpose

To monitor, assess and control hazardous conditions and activities across engineering and construction project sites, ensuring compliance with safety standards, investigating incidents, and promoting a culture of safety awareness among all personnel.

Key Responsibilities

Hazard Monitoring & Assessment

• Monitor and assess hazardous conditions and develop appropriate safety measures.
• Closely monitor scaffold erection and dismantling work, permit-required confined space entries, crane work and lifting operations, hot work, equipment energization, tie-ins and similar hazardous activities.
• Ensure all relevant requirements are complied with for high-risk work.
• Carry out daily site surveys to ensure only safe work methods are in operation.
• Identify work-specific hazards and assess associated risks.
• Develop job safety analyses and risk assessments.

Compliance & Inspections

• Check and ensure compliance of site workforce with the approved Safe Work Permit System and Procedure.
• Conduct site daily safety inspections.
• Monitor compliance to the Company HSMS by conducting regular inspections and internal auditing of site activities.
• Monitor compliance with established site safety rules and ensure these are conspicuously posted.
• Ensure adequate fire and fall protection are in place.
• Verify adequate welfare and first aid facilities are properly maintained.
• Confirm approved tools are being used and sufficient Personal Protective Equipment is provided and properly worn.

Incident & Emergency Response

• Report incidents, accidents and other unusual occurrences at site.
• Assist HSE manager in conducting full investigation of accidents, incidents and near misses.
• Conduct investigations of project incidents that may result in litigation; obtain and protect collected data.
• Determine probable causes and develop appropriate permanent preventive measures.
• Circulate and enforce preventive measures.
• Support emergency response for accidents, near misses and medical events.

Personnel Training & Awareness

• Advise new and existing personnel of proper and safe work procedures.
• Participate in Corporate and Project-developed Safety Training, Incentive and Awareness Programs.
• Encourage workers to promote safety awareness while working.
• Coordinate provision of HSE awareness programs.
• Monitor and advise proper application of permit to work system.
• Administer orientation program for project employees.

Stakeholder Coordination

• Coordinate with Subcontractor's Safety teams and site workers.
• Coordinate and respond to site client supervision.
• Correct unsafe acts or conditions through the regular line of authority.

Documentation & Records

• Maintain records, reports and documentation to meet company and regulatory requirements.
• Maintain complete and up-to-date records of Safety Inspections and Reports.
• Maintain records of Competent and Certified Personnel.
• Maintain Rigging Equipment Certifications and Test Certificates.
• Maintain Heavy Equipment Third Party Inspections records.
• Maintain Safety Statistics and other required pertinent documents.

Compliance Monitoring

• Participate in monitoring and controlling HSE standards and applicable laws and regulations.

Qualifications & Experience

• Diploma in any Science, Engineering discipline or equivalent.
• Minimum 3 projects as Safety Officer with minimum manpower of 500.
• Experience working in construction site safety.
• Project-based safety control experience ideally gained within Oil and Gas industry or Petrochemical industry.
• First Aider and Basic Life Support certification.
• ISO 45001 Certification in Construction Industry.
• NEBOSH Certification (IGC1, IGC2 and IGC3).
• IOSH Certification.
