Role Overview

HSE Officer position with Samsung E&A, a specialized EPC company providing comprehensive solutions across the plant industry. The role supports safety control in Engineering and Construction projects.

The company performs projects globally and provides comprehensive solutions across Oil and Gas processing, Refinery, Petrochemical, Energy Transition, Environmental, Industrial and BIO areas. Services span feasibility studies, engineering, procurement, construction, commissioning and O&M.

Role Purpose

Support and enforce safety control across Engineering and Construction projects by monitoring hazards, developing safety measures, investigating incidents, and ensuring all site personnel comply with approved safety procedures and regulations.

Key Responsibilities

Hazard Monitoring & Control

Monitor and assess hazardous conditions and develop appropriate safety measures.
Correct unsafe acts or conditions through the regular line of authority.
Closely monitor scaffold erection and dismantling work, permit-required confined space entries, crane work and lifting operations, hot work, equipment energization, tie-ins and similar hazardous activities.
Ensure all relevant requirements are complied with during high-risk activities.
Carry out daily site surveys to verify only safe work methods are in operation.
Ensure adequate fire and fall protection are in place.
Verify adequate welfare and first aid facilities are properly maintained.
Confirm approved tools are being used and sufficient Personal Protective Equipment is provided and properly worn.

Incident & Accident Response

Report incidents, accidents and other unusual occurrences at site.
Assist HSE manager in conducting full investigation of accidents, incidents and near misses.
Determine probable causes and develop appropriate permanent preventive measures.
Circulate and enforce preventive measures.
Conduct investigations of project incidents that may result in litigation.
Obtain and protect collected data from incident investigations.
Coordinate Emergency Response for accidents, near misses and medical events.

Compliance & Inspection

Check and ensure compliance of site work-force with the approved Safe Work Permit System and Procedure in the plant.
Monitor compliance to the Company HSMS by conducting regular inspections and internal auditing of site activities.
Monitor compliance with established site safety rules and ensure these are conspicuously posted.
Conduct site daily safety inspections.
Participate in monitoring and controlling HSE standards and applicable laws and regulations.

Training & Awareness

Advise new and existing personnel of proper and safe work procedures.
Participate in Corporate and Project-developed Safety Training, Incentive and Awareness Programs.
Encourage workers to promote safety awareness while working.
Coordinate in the provision of HSE awareness programs.
Monitor and advise proper application of permit to work system.
Administer orientation program for project employees.

Documentation & Records

Maintain records, reports and documentation to meet company or regulatory requirements.
Maintain a complete and up-to-date record of Safety Inspections and Reports.
Maintain records of Competent and Certified Personnel.
Maintain Rigging Equipment Certifications and Test Certificates.
Maintain Heavy Equipment Third Party Inspections records.
Maintain Safety Statistics and other required pertinent documents.

Stakeholder Coordination

Coordinate with Subcontractor's Safety and site workers.
Coordinate and respond to site client supervision.
Support implementation of safety program at site.

Qualifications & Experience

Diploma in any Science, Engineering or equivalent.
Minimum 3 projects as Safety Officer with minimum workforce of 500.
Experience in construction site working in safety.
Project-based safety control experience ideally gained within the Oil and Gas industry or Petrochemical industry.

Skills & Competencies

Specialized knowledge in HSE management.
First Aider and Basic Life Support certified.
Knowledgeable in Construction Safety Rules.
ISO 45001 Certification in Construction Industry.
NEBOSH Certification (IGC1, IGC2 and IGC3).
IOSH Certification.
Inspection skills for electrical safety, heavy equipment safety, scaffolding safety and tools safety.
