HSE Manager – Leisure and Entertainment Construction, Egis Group, UAE.

Role Purpose
Lead health, safety, and environmental management across large-scale themed entertainment and leisure development projects including theme parks, water parks, public venues, attractions, and recreational facilities. Provide strategic HSE guidance to the project management team, contractors, and stakeholders while promoting a proactive safety culture and ensuring regulatory compliance throughout the project lifecycle.
Key Responsibilities
HSE Leadership & Governance
- Lead implementation and continuous improvement of the project's HSE Management System.
- Provide strategic HSE guidance and support to the PMC team, contractors, and other stakeholders.
- Promote a proactive and positive safety culture through visible leadership, engagement, coaching, and performance monitoring.
- Conduct project HSE meetings and provide professional HSE input to support safe project delivery.
Contractor HSE Management
- Monitor and ensure contractor compliance with approved HSE Plans, project procedures, contractual requirements, and applicable legal obligations.
- Evaluate, monitor, and manage contractors' HSE performance and behavioral safety standards throughout the project lifecycle.
- Review and approve contractor HSE documentation, including HSE Plans, risk assessments, method statements, emergency response plans, inspections, and audit reports.
- Ensure contractors communicate task-specific risk assessments and control measures effectively to their workforce prior to commencing activities.
- Verify that suitable and sufficient controls are implemented to eliminate or mitigate identified risks.
Risk Management & Assurance
- Proactively identify project risks and communicate findings to contractors and project stakeholders to ensure timely implementation of control measures.
- Develop and implement comprehensive HSE assurance programs including site inspections, joint inspections with contractors, internal and external audits, fire and life safety audits, management safety walks, and HSE performance reviews.
- Review findings and ensure corrective actions are implemented and closed within agreed timeframes.
Incident Management & Regulatory Compliance
- Participate in incident investigations and root cause analyses, ensuring lessons learned and corrective actions are effectively implemented.
- Ensure all reportable incidents are notified and reported to relevant regulatory authorities in accordance with statutory requirements and project procedures.
- Maintain positive engagement with regulatory authorities and support project teams during inspections and official site visits.
- Ensure all project stakeholders comply with applicable federal laws, local regulations, ministerial orders, and client requirements.
Reporting & Performance Monitoring
- Prepare, review, and submit monthly HSE reports, including KPIs, leading and lagging indicators, trend analysis, and performance statistics.
- Develop HSE alerts, bulletins, and awareness communications in coordination with Project Management representatives.
- Maintain accurate records and ensure all project-related HSE documentation is current and appropriately managed through project management systems such as Aconex, Asite, or equivalent platforms.
HSE Administration & Documentation
- Review, approve, and maintain project HSE documents.
- Ensure all enforcement notices, audit findings, and inspection observations are tracked and closed out within agreed timelines.
- Verify that all required HSE permits, approvals, registrations, and NOCs remain valid and up to date.
Qualifications & Experience
- Bachelor's Degree in Engineering, Occupational Health & Safety, or a related discipline.
- NEBOSH Diploma, NVQ Level 6, or equivalent internationally recognized HSE qualification.
- Minimum 15 years of HSE experience within major construction projects, including at least 5 years in an HSE management role.
- Demonstrated experience on themed entertainment, theme park, water park, hospitality, leisure, or public venue projects.
- Strong knowledge of UAE HSE legislation, international standards, and industry best practices.
- Working knowledge of ISO 45001 and ISO 14001 management systems.
- Professional membership with IOSH, IIRSM, ASSP, or equivalent professional body preferred.
- Experience working within PMC, Consultant, or Client-side highly desirable.
