HSE Engineer_400 kV Transmission project(6 months assignment)

Role Overview

HSE Engineer for a 400 kV Transmission project with WSP Middle East. This is a 6-month assignment based in Qatar.

Role Purpose

Ensure that Health & Safety policies and procedures are effectively embedded across project sites and office environments in compliance with local and international rules and regulations, protecting all personnel and meeting WSP and client HSEQ Management System requirements.

Key Responsibilities

Health, Safety & Environmental Management

• Manage health, safety and environmental arrangements for the project against WSP HSEQ and client HSEQ Management System requirements.
• Develop and deliver health, safety and environmental training to WSP employees, including induction and safe working practices.
• Conduct regular site safety reviews.

Inspections & Monitoring

• Manage HSE Inspectors to ensure they monitor implementation of health and safety arrangements at project site level in accordance with legal and client requirements.
• Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begin.
• Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel.

Contractor Management

• Review and approve contractor health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to work commencing.
• Ensure HSE Inspectors follow up on contractor incident investigation reports and verify corrective actions are identified and closed out to prevent recurrence.
• Provide necessary technical guidance for accident protection.

Emergency Preparedness & Stakeholder Coordination

• Initiate and test emergency response plans and ensure drills are carried out as per project schedule and performance standards.
• Organise HSE meetings with clients, WSP project staff and contractors.
• Liaise with enforcement authorities (PCFC, EHS Checks).

Reporting & Compliance

• Ensure all corrective and preventive actions are closed out following inspections.
• Prepare and submit monthly HSE reports in conjunction with contractor personnel to the client.

Qualifications & Experience

• Bachelor degree in Engineering or relevant subject.
• Minimum 7 years' experience dealing with major construction projects.
• Must be qualified with relevant Health and Safety qualifications; minimum NEBOSH IGC.

Skills & Competencies

• Excellent communication skills and ability to influence.
• Proficiency in English.
• Proficiency in Microsoft Office: Word, Excel, PowerPoint and Visio.
