Role Overview
HSE Engineer position with WSP in the Middle East, supporting delivery of a major infrastructure project in Riyadh. This position is exclusively open to Saudi Nationals.
Role Purpose
Monitor contractor compliance with health, safety, and environmental requirements, conduct site inspections and risk assessments, investigate incidents, and promote a strong HSE culture across the project within the Project Management and Construction Management (PMCM) team.
Key Responsibilities
Compliance & Enforcement
- Monitor and enforce compliance with project HSE requirements, client standards, and Saudi regulations.
- Review contractor HSE plans, risk assessments, method statements, and permits.
- Identify unsafe acts and conditions and ensure corrective actions are implemented.
Site Inspections & Monitoring
- Conduct routine site inspections, audits, and safety assessments.
- Monitor high-risk activities including excavation, lifting operations, confined space entry, and work at height.
- Monitor environmental compliance, waste management, housekeeping, and pollution control measures.
Incident & Investigation Management
- Participate in incident, accident, and near-miss investigations and prepare reports.
Records & Reporting
- Maintain HSE records, inspection logs, safety observations, and compliance reports.
- Prepare daily, weekly, and monthly HSE performance reports.
Training & Awareness
- Conduct safety inductions, toolbox talks, and awareness campaigns.
- Promote a proactive safety culture and continuous improvement across the project.
Stakeholder Engagement
- Liaise with contractors, subcontractors, and project stakeholders on HSE matters.
- Support emergency preparedness activities and participate in emergency drills.
Qualifications & Experience
- Saudi National (mandatory).
- Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Valid SCE Registration in Health & Safety.
- NEBOSH IGC, IOSH, OSHA, or equivalent HSE certification.
- Minimum 5 years of HSE experience on major infrastructure or civil construction projects.
- Experience working within a PMCM consultancy environment is preferred.
- Strong knowledge of construction safety practices, risk assessment, and incident investigation.
- Familiarity with Saudi HSE regulations and international standards.
Skills & Competencies
- Good communication, reporting, and stakeholder management skills.
- Fluent in English; Arabic is an advantage.
